Buckelew Programs is the largest provider of behavioral healthcare services in the North Bay for those who would otherwise not have access. We are hiring a new Program Manager to join our team. As the Program Manager, you will lead, empower, and represent the inRESPONSE Mental Health Support Team, which responds to calls for service using a mental health-first approach. The team provides immediate intervention as well as follow-up and wraparound support for individuals and families experiencing mental or behavioral health crises.



In this role, you will oversee the mobile response van team, the follow-up Navigation team, and administrative staff and will be responsible for daily operations, strategic planning, budgeting, program development, and representing the program to external stakeholders, including police departments, local governments, service providers, media, and internal departments. Reporting to the Program Director, the Program Manager assumes full responsibility for program operations in the Director’s absence and serves as a liaison with key partners including law enforcement, fire departments, homeless outreach, and county clinicians.



Responsibilities



Administrative Leadership

  • Oversee daily operations and development of assigned programs, including planning, staffing, growth, and implementation of annual goals.
  • Support budget planning and monitor revenue and expenditures to ensure financial accountability.
  • Approve expenditures in line with budget and authorized spending limits.
  • Assist with clinical and administrative record-keeping tasks.
  • Ensure a safe, welcoming, and compliant work environment.



Staff Management

  • Hire, onboard, supervise, train, and evaluate staff, interns, and volunteers.
  • Manage daily staff schedules to meet mobile response team needs.
  • Share on-call responsibilities as needed.
  • Oversee response to records requests and subpoenas in collaboration with the Quality and Compliance team.
  • Facilitate regular individual and team meetings.



Program Quality & Compliance

  • Ensure service delivery meets high standards of care, documentation requirements, and evidence-based practices.
  • Maintain compliance with regulatory and contractual obligations (e.g., CARF, CCL, AAS).
  • Oversee quality assurance activities, including chart reviews, documentation audits, and incident reporting.
  • Review and provide feedback on clinical documentation at least quarterly.
  • Monitor and report on program outcomes and performance metrics.



Clinical Oversight

  • Guide staff in the development and implementation of client care plans and services.
  • Provide direct support through crisis intervention and general counseling as needed.
  • Ensure services are culturally responsive and provided in clients’ preferred languages.



Community Outreach & Engagement

  • Develop strategic partnerships with local and state agencies to support advocacy and public education.
  • Represent the program at community events, in public forums, and in the media to reduce stigma and promote services.
  • Collaborate with the Development team on grant proposals and funding initiatives.
  • Maintain updated knowledge of community resources for clients and families.
  • Represent client and family interests on relevant committees and task forces.



Qualifications



Education & Experience

  • Master’s or Bachelor’s degree in Social Sciences, or equivalent experience (e.g., Psychiatric Technician, RN, CHW, Peer Support Specialist); licensure or license-eligible preferred.
  • Minimum 5 years’ experience in behavioral health; at least 5 years of supervisory experience required.
  • Experience with electronic health records (EHR) preferred.
  • Experience in first responder settings preferred.
  • Strong understanding of family and group dynamics, treatment planning, and crisis management.



Professional Skills

  • Fluent in English; bilingual (English/Spanish) preferred.
  • Excellent written and verbal communication skills.
  • Strong organizational, analytical, and problem-solving skills.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook).
  • Ability to work independently and collaboratively within a multidisciplinary team.
  • Must maintain a valid California driver’s license, insurance, and a reliable vehicle.



Physical Requirements

  • Capable of intermittent activities such as bending, reaching, kneeling, squatting, lifting up to 30 lbs, and extended activities such as sitting, typing, writing, standing, and driving.
