General Summary
This position is submitted to the Board of Directors for approval of the BSA Officer title.
The Bank Secrecy Act Officer is responsible for developing, implementing and administering all aspects of the Bank Secrecy Act Compliance Program. This position ensures the performance of various quality control reviews and monitoring in the area of Bank Secrecy Act, USA Patriot Act, Anti-Money Laundering, OFAC and Customer Identification Program compliance using industry standard and regulatory guidance sampling methods to ensure the Bank's compliance efforts are maintained on a daily basis. Advises senior management of emerging compliance issues and consults and guides the Bank in the establishment of controls to mitigate risks. Ensures business unit activities run smoothly and efficiently by providing leadership, training and supervision. The position of Bank Secrecy Act Officer performs direct supervisory duties of assigned department staff, coordinates staff for coverage in assigned areas of the department, and is required to be fully knowledgeable and skilled in all areas of the department. Individual is expected to make strategic and operational decisions that reflect mature judgment and practical reasoning with emphasis placed on risk mitigation.
This position has direct responsibility for employment decisions.

Principal Duties And Responsibilities

Associates will consistently follow policies and procedures as established by Capital City Bank, Capital City Investments, Capital City Trust Company, and Capital City Home Loans, with department managers setting the standard.
Associated Duties
Bachelor’s Degree in Finance, Business, Accounting, or related field, from an accredited college required.; ten (10) years related equivalent experience and/or training; or equivalent combination of education and experience. Compliance, audit, regulatory examination, bank/securities experience recommended.

Principal Duties And Responsibilities
- Manages or directs the activities of non-exempt/exempt staff in BSA/AML/OFAC compliance functions: suspicious activity monitoring and SAR and CTR reporting; identification and risk rating of higher risk customers; determining eligibility for CTR exemption and OFAC screening.
- Uses high level of professional knowledge, experience and analytical criteria to identify BSA/AML/OFAC compliance risk and helps ensure that proper controls, procedures, processes and training are developed to mitigate these risks.
- Uses information gathered from various Banks’ sources and supervised staff to detect patterns, trends and unusual activity ensures that investigations are completed and that SARs are filed and that information is provided to senior management.
- Produce risk reports for use by senior management in communicating BSA/AML/OFAC compliance risk and issues to senior management, committees and the Board of Directors and examiners. Coordinates and supports BSA/AML/OFAC compliance exams and audits; responds to any deficiencies noted for assigned area and ensures that corrective actions are implemented.
- Responsible for the agenda, preparation, and minutes of SAR Committee Meetings.
- Participates in testing and evaluation of compliance with BSA/AML/OFAC requirements and completes assignments for special projects or program enhancements.
- Manage the day-to-day activities of the BSA/AML area. Provide leadership, direction and growth opportunities to members of the department, performing those responsibilities in accordance with the Bank's policies and applicable laws. Responsible for interviewing, hiring, planning, assigning or directing work, appraising performance, disciplining team members and resolving problems. Work with the Human Resources Department to resolve more complex team member-related issues.
- Comply with FinCEN search requests under Section 314(a)
- Execute investigations related to tips received from law enforcement, subpoenas, security alerts provided by other financial institutions and/or internal tips from the various business/operations lines. These could include sensitive insider abuse cases.
- Each team member is expected to be aware of risk within their functional area. This includes observing all policies, procedures, laws, regulations and risk limits specific to their role. Additionally, they should raise and report known or suspected violations to the appropriate Bank authority in a timely fashion.

- Attends seminars and workshops covering regulatory and compliance issues and reports material changes to management.
- Responsible for the growth and development of direct reports.
- Review the work of review personnel for accuracy and completeness.
- Responsible for responding to regulatory bodies on a timely basis and the collection of data to accompany response.
- Sets policies for area of responsibility.
- Accountable for planning, management of budget and delivery of end results.

- Provides additional support to manager and department colleagues.
- Completes all assigned/required Bank training within established timelines.

- Exhibits strong reasoning and analytical capabilities. Defines problems, collects data, establishes facts, and draws valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
- Ability to interpret common scientific and technical journals, financial reports, and legal documents.
- Able to perform considerable short-term and long-term planning, scheduling and coordinating.
- Working knowledge of trend analysis and other statistical tools.
- Able to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
- Effective communication and presentation skills to provide information to top management, public groups, and/or boards of directors.
- Possess and apply a comprehensive knowledge of principles, practices, and procedures relative to Compliance, BSA, fraud and security procedures. Understand federal and state banking regulations and laws, and bank operations and procedures.
- Must be detail oriented.
