This position is responsible for the comprehensive management and support of the County’s IT infrastructure, including servers, data centers, cloud services, and critical public safety systems. This role ensures the stability, security, and efficiency of all IT systems across multiple departments and facilities, supporting both day-to-day operations and long-term strategic initiatives.


Minimum Education: Bachelor’s degree from an accredited college in Information Systems, Computer Science, or related field. An equivalent combination of education, training, and relevant experience may be considered provided it demonstrates the necessary knowledge, skills, and abilities required for the role.


Minimum Experience: Five (5) years of complex server systems design and support experience.



Certifications, Licenses:

  • Must have dependable transportation.
  • A pre-employment criminal background check is required.
  • Microsoft certification and A+ certification preferred.
  • Cisco Collaboration Specialist Certificate preferred.


GENERAL POSITION DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

  • Oversees the County’s entire server infrastructure, ensuring optimal performance and reliability.
  • Serves as the primary administrator for the County’s Domain and Active Directory environment.
  • Manages both blade and rack-mounted servers across multiple operating systems and hardware platforms for all County departments.
  • Administers the E911 CAD system infrastructure for Clarksville and Montgomery County at both the hardware and operating system levels.
  • Acts as the Microsoft 365 administrator, managing Exchange Online, Azure Active Directory, Intune, and SharePoint services.
  • Maintains and supports the County’s virtual server environment using hypervisor technologies.
  • Leads the County’s Mobile Device Management (MDM) program to ensure secure and efficient mobile operations.
  • Directs the County’s Backup and Disaster Recovery (DR) program, including planning, implementation, and testing.
  • Manages the County-wide Antivirus and Endpoint Detection & Response (EDR) systems to ensure cybersecurity compliance.
  • Oversees the County’s Storage Area Network (SAN) infrastructure to support high-performance data storage.
  • Provides Tier III technical support, resolving complex issues escalated from lower support levels.
  • Manages operations across the County’s three data centers, including power distribution, HVAC systems, generators, and battery backup systems.
  • Responds to technical inquiries, offering expert advice and guidance to resolve user issues.
  • Answers incoming calls, relays messages, and directs inquiries to the appropriate personnel.
  • Performs additional duties as assigned to support the County’s IT operations.


FISCAL RESPONSIBILITIES:

This position participates in annual budget planning and needs assessments.


COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:

  • Represents the Department to other County departments, elected officials and outside agencies; coordinates Department activities with those of other departments and outside agencies and organizations.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.


SUPERVISORY RELATIONSHIPS:

This position has no supervisory responsibilities.


JOB QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES


Knowledge of:

  • Principles and best practices in the operation, configuration, and maintenance of enterprise-level servers, storage systems, and peripheral devices.
  • knowledge of network and server infrastructure components, including switches, routers, firewalls, physical and virtual servers, storage systems, and associated protocols and services that support enterprise-level IT environments.
  • A variety of operating systems used across County departments, including Windows Server and Linux environments.
  • Cybersecurity frameworks, including network, application, and data protection strategies.
  • Advanced hardware and software troubleshooting methodologies.
  • Software and hardware deployment, configuration, and lifecycle management.
  • IT management principles, including planning, and budgeting, coordination.
  • County administrative policies, procedures, and organizational structure.
  • Applicable federal, state, and local laws, codes, and regulations related to IT operations and data governance.
  • Modern office procedures and productivity tools relevant to IT administration.
  • Enterprise software platforms, including Microsoft 365, virtualization tools, and backup solutions.


Skill in:

  • Diagnosing and resolving complex hardware, and software issues in a timely and efficient manner.
  • Installing, configuring, and maintaining computer systems, and related equipment.
  • Providing high-level technical support and guidance to end users and IT staff.
  • Analyzing technical and administrative challenges, identifying root causes, and implementing effective solutions.
  • Managing multiple priorities and adapting to shifting demands in a fast-paced environment.
  • Exercising sound judgment and discretion in interpreting policies, resolving issues, and making decisions.


Ability to:

  • Perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.

WORK ENVIRONMENT:

Work is performed in a typical indoor office setting; and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.


PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:

  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching, or crawling and reaching with hands and arms.
  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
  • Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
  • Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work is primarily in an office setting.
  • Use and normal maintenance of office machines, (copier, computer, printer, etc.).
  • Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
  • Ability to recognize occupational hazards in work activities and take safety precautions.
  • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
