HUMAN RESOURCES SPECIALIST

BASIC FUNCTION: Under direction of the Director of Personnel Commission, perform a variety of technical personnel duties relating to recruitment, examination, selection, job analysis, and classification of positions; perform specialized projects and prepare reports. DISTINGUISHING CHARACTERISTICS: The Human Resources Specialist performs a variety of technical personnel duties relating to recruitment, examination, selection, job analysis, and classification of position. The Human Resources Analyst performs complex human resources work relating to recruitment, classification, compensation, examinations, and test analysis. The Human Resources Assistant provides support to the department through clerical duties related to personnel. REPRESENTATIVE DUTIES: Plan and schedule recruitments and examinations, construct tests, and assemble test materials. Review appropriate employment lists such as reemployment, transfer, reinstatement, and eligibility lists; certify candidates to supervisors of vacant positions; schedule final selection interviews and prepare offers of employment. Develop supplemental application forms, tests, scoring standards, and rating forms. Screen applications in regard to entrance qualifications. Contact district personnel, potential candidates, other employers, and others to obtain or impart information, request raters for examinations, answer inquiries, or explain procedures and regulations. Supervise examinations to assure that procedures are followed and that examination reports are complete and accurate. Brief and debrief examination raters; participate in interviews and evaluate candidates; assure that examination procedures are followed. Score examinations; calculate cut-off scores, standard scores, weights and item analysis; assemble lists of eligibles. Conduct test reviews with applicants, candidates, and employees to review examination results and disqualifications. Arrange for facilities, equipment, advertising, informational materials, and other details related to recruitment and selection. Compose correspondence and prepare responses to surveys, questionnaires, and inquiries. Compose or assist in composing a variety of technical written materials, including procedures, class descriptions, employment examinations, and Personnel Commission reports. Review personnel transactions for compliance with collective bargaining agreements, Personnel Commission rules and regulations, and Board of Education policies and procedures. May conduct research related to active recruitments. Attend a variety of meetings, conferences, and in-service trainings as assigned. Perform related duties as assigned as they relate to the classification KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Collective bargaining agreements, Personnel Commission Rules and Regulations, the California Education Code, and basic concepts and practices of merit systems of personnel administration. Math sufficient to calculate examination scores. Basic principles and terminology of employment examinations, classification, and labor relations. Research techniques and sources of information regarding personnel administration. Principles and techniques of recruitment and selection of personnel. Specified guidelines for employee selection compliance. Interpersonal skills using tact, patience, and courtesy. Computer operations and assigned software and information systems. Record-keeping and report preparation techniques. Modern office practices, procedures, and equipment. ABILITY TO: Effectively communicate both orally and in writing. Establish and maintain cooperative working relationships with school employees and the general public. Conduct meetings or instruct groups. Compose, edit, and proofread technical material. Read, interpret, apply, and explain rules, regulations, policies and procedures. Plan and schedule technical personnel activities. Use practical judgment in the evaluation of data, the development of plans, test materials, reports, and other materials. Work with minimum supervision and provide work direction to others. Maintain confidentiality of sensitive and privileged information. EDUCATION AND EXPERIENCE: Graduation from high school (or equivalent) supplemented by college level coursework that would demonstrate the knowledge and abilities required for this classification. Coursework in human resources, public administration, industrial organizational psychology, or a related field is preferred. Three years of increasingly responsible clerical experience, including one year supporting human resources functions. Additional years of experience or education may be substituted to meet the minimum qualifications. Experience in public civil service or merit system recruitment is desirable.
