This position is located in the Statistical Analysis Center (SAC) within the Information Services Division in Oklahoma City, Oklahoma.

Basic Purpose

Positions in this job family are involved in planning and conducting statistical and program management research. This includes positions that are involved in employment, training and facilities projects.

Major Work Duties

  • Prepare documents to disseminate and/or publish including publications, bulletins, newsletters, special reports, crime data briefs, selected

findings, and research requests. Works independently or with other members to complete assigned tasks.

  • Assist with creating a research-based agenda based on the needs of Oklahoma Law Enforcement, Victim Services Providers and other Key Stakeholders. Assist in

collecting and analyzing tools designed to understand research needs (e.g., surveys) and developing tools to provide better access to anonymized criminal justice data.

  • Answer research requests from lawmakers, researchers, other state officials, and others as requested. Provide accurate data in a timely

manner.

  • Creates and updates presentations and dashboards with accurate data/information for both requestors and public use.
  • Represents OSBI and Oklahoma SAC at local, state, and national conferences and meetings to participate in appropriate projects for the

advancement of the analysis of criminal justice data and in order to be aware of the latest developments within the criminal justice data community.

Typical Functions

  • Receives, reviews and compiles complex statistical data; compiles and edits data for accuracy and completeness.
  • Prepares questionnaires and other forms for use in gathering and reporting data; applies statistical procedures and tabulations in analysis of data collected.
  • Designs analytic and assessment tools which incorporate suitable statistical tests.
  • Provides consultation to managers and administrators to aid in the development of appropriate assessment and evaluation mechanisms for programs and services.
  • Prepares and arranges statistical tables and charts for compilation into manuals, handbooks and reports.
  • Analyzes and interprets data, using statistical research programs or other methods, and makes projections based on statistical inference.
  • Analyzes a wide variety of management issues and recommends solutions to enhance program delivery.
  • Prepares and submits grant applications for statistical programs following administrative guidelines.
  • Plans program activities; prepares budget information for program area; supervises and trains personnel in the collection, processing, tabulation and analysis of data.
  • Conducts studies and develops plans to determine availability and development of resources, facilities and services.
  • Defines goals, objectives, criteria and standards of evaluation for comprehensive systems planning.

Level Descriptor

  • Level I: This is the basic level where employees are responsible for data collection, performing basic statistical procedures, and compiling statistical reports.
  • Level II: This is the career or full performance level where employees will be expected to perform assigned duties at all levels of complexity.

Education And Experience

  • Level I: Education and Experience requirements at this level consist of a bachelor’s degree which includes nine semester hours in statistics, statistical research methods, economics, demographic or social research statistics.
  • Level II: Education and Experience requirements at this level consist of a bachelor’s degree which includes nine semester hours in statistics, statistical research methods, economics, demographic or social research statistics plus two years of experience in technical statistical and research work; or a master’s degree in a social science, business administration or public administration which includes nine semester hours of advanced statistical methods.

Knowledge, Skills, Abilities And Competencies

  • Level I: Knowledge, Skills and Abilities required at this level include knowledge of statistical and research theory and methods; of sources of data; of probability and sampling; of data processing applications to data management problems; and of visual representation of data. Ability is required to produce and maintain accurate data; and to write technical reports using statistical software programs.
  • Level II: Knowledge, Skills and Abilities required at this level include knowledge of statistical and research theory and methods; of sources of data; of probability and sampling; of data processing applications to data management problems; of visual representation of data; of inferential statistics; and of techniques of data collection. Ability is required to produce and maintain accurate data; to write technical reports using statistical software programs; and to communicate statistical results.

Special Requirements

  • Some positions may require possession of a valid Oklahoma driver’s license at the time of appointment. Some agencies may have determined positions in this job family to be safety sensitive as defined by 63 O.S.
