The position guides contractor workforce activities and contributes to establishing a strong safety culture during mobilization. It supports positive HSSE outcomes and may backfill the HSSE Team Lead when needed. This role is primarily based at the project site, with occasional travel to the Contractor's office or HCOE during pre-construction.
Duties And Responsibilities
- Conducts field observations, opportunity walks, Job Safety and Environmental Analysis (JSEA), toolbox meetings, lessons learned sessions, stand downs, incident investigations, and internal and external audits, including support for the implementation of corrective actions.
- Responsible for coordinating the daily HSSE-related activities of the contractor workforce at site, including providing guidance, training, and technical support to ensure alignment with project HSSE expectations.
- Interfaces with the EPC Contractor HSSE team regarding all HSSE matters.
- Monitors, tracks, and communicates accurate HSSE data to the HSSE Program Manager, including near misses, high potential near misses, first aids, and leading and lagging Indicators.
- Supports the implementation of the EPC Contractor’s HSSE Management Program and exercises Stop Work Authority in accordance with the EPC contract.
- Provides subject matter expert recommendations on HSSE best practices.
- Collaborates closely, participates in and facilitates meetings with contractor HSSE Supervisors and field advisors to drive positive outcomes.
- Reviews and provides inputs to HSSE Program Manager on EPC Contractor and third-party HSSE management systems and documentations, ensuring compliance with project requirements.
- Assists in the development, updating, and maintenance of HSSE plans, procedures, manuals, and programs.
- Monitors and maintains awareness and understanding of all applicable federal, state, and local health and safety regulations, legislation, and policies.
- Supports the HSSE Program Manager with communications and coordination with regulatory agencies and with various departments to facilitate compliance and effective implementation of HSSE plans.
- Conducts and participates in internal and external audits.
- Performs other duties as assigned (no more than 5% of duties).
Education
- Bachelor's degree in occupational safety; Science (Chemistry/Biology) or related field or an equivalent combination of education and experience. Required
- 9 years of applicable field safety experience in large construction projects in the Oil and Gas Industry preferable LNG or other cryogenic project experience.
- Knowledge of working with an EPC in both green and brownfield projects.
- Possess extensive experience in implementing best practices of safety, security, and environmental compliance
- Possess strong leadership abilities to build positive team environment, supervise and influence team performance including mentoring
- Possess in-depth knowledge of construction best practices/means/methods, EPC contract execution
- Possess analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions
- Possess the ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal and external Project Management Team
- Possess positive attitude and has the ability and poise to be professional during crucial discussions with contractor, project members, and/or while presenting critical information requiring management decision to overcome issues and concerns moving the project forward
- Possess extensive knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports
- Possess extensive experience in meeting project goals and objectives utilizing forward looking approach
- Possess extensive experience in monitoring contractor’s safety performance and conducting audits and incident investigations, including RCA’s
- Possess strong working knowledge and understanding of regulatory agency requirements
- Possess the ability to manage multiple and complex issues and work independently
- Ability to learn and understand regulatory requirements of other countries where the business unit has operations.
- All HSS Certifications - BCSP Certification (CHST, OHST, SMS, ASP, CSP, NASP) Preferred
- Preferred Bilingual – English/Spanish preferred
