Company Background Investigation, CAC, US Citizenship, and a secret security clearance is required for this position. Contigent on award.
1 Provide a point of contact (POC) for common engineering systems to include main propulsion, deck equipment, auxiliaries, environmental, damage control and common distributive systems.
2 Execute a wide range of engineering assignments focused on resolving a variety of complex problems associated with current readiness, maintenance, repair and modernization.
3 Provide and assist with technical expertise and research in support of assigned systems casualties, troubleshooting, maintenance, repair, and operating procedures. Submit a monthly report of work including specific task, system casualties, root causes and corrective actions recommended.
4 Research and report technical recommendations associated with maintenance, repair and operating procedures for assigned HM&E systems.
5 Participate in lifecycle and sustainment initiatives advising and assisting the technical community in development and implementation of improvements strategies, policy, and procedures. Provide a monthly report on initiatives assigned and recommendations provided.
6 Assist reviewing and validating Joint Fleet Maintenance Manual (JFMM) change requests.
7 Review Departure from Specifications (DFS) and provide technical recommendations to Force Engineer and Type Desk representatives including risk assessment and potential repair options.
8 Assist development and review of NAVSEA and TYCOM engineering technical advisory messages providing both technical and administrative recommendations.
9 Provide monthly reports on JFMM change proposals, DFS, and technical advisories with a summary of
recommendations.
10 Interface with RMC/NAVSEA representatives to address common equipment discrepancies and evaluate possible short-term and long-term corrective actions.
11 Assist tracking, monitoring and reporting status of various material and readiness assessment teams. Assist CNSL staff evaluating results and developing lessons learned.
12 Participate in various maintenance forums including Reliability Centered Maintenance (RCM) Workshops, Fleet Maintenance Effectiveness Reviews (FLEETMER), Propulsion Executive Steering Committee (PESC), and Life Cycle Maintenance and Sustainment working groups.
13 Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding HM&E systems engineering support during normal office hours if not already engaged in out of office HM&E systems engineering support matters.
Education/Certification Requirements
Twenty (20) years experience as military, civil service or contactor (E-7 or GS-12 equivalent) with shipboard engineering and maintenance experience.
Five (5) years experience with specific knowledge in ship design, operation, maintenance, troubleshooting and testing of general shipboard HM&E systems and related equipment.
Five (5) years experience within last five (5) years of ship maintenance availability planning and execution of industrial work and repair functions supporting USN surface ship operation and/or maintenance.
Five (5) years experience in developing, tracking, and monitoring metrics and/or conducting deep-dive analysis of various naval HM&E system and equipment.
Must have or be able to obtain a secret clearance
