Under the direction of the Deputy Director for Conversions within the Public Housing Tenancy Operations department (“PHTO”), and with latitude for independent judgment, the Assistant Director of Conversions will oversee and manage PHTO activities related to preparing Public Housing tenancies for conversion to Project-Based Section 8 as part of two major NYCHA modernization programs: Permanent Affordability Commitment Together (PACT) and the Housing Preservation Trust (Trust).
This is a critical position on a dynamic team that prioritizes collaboration, excellent communication, operational and procedural knowledge, and an ability to proactively assess and mitigate issues. Great organization, detail-orientation and ability to drive multiple projects independently and within deadline are a must.

Primary Responsibilities
The responsibilities of the Assistant Director include, but are not limited to the following:
- Assist in managing the department’s overall performance; manage direct reports and oversee day-to-day staff activities; monitor productivity and work quality output; ensure best practices are integrated into unit operations.
- Collaborate with PHTO leadership and others to improve processes and to implement department and agency initiatives.
- Develop reports and executive summaries, coordinate reporting processes.
- Assist with developing and implementing procedures; create and implement process workflows.
- Guide, train and support Property Management and PHTO staff to ensure successful conversions; assist in developing training materials and tools to support conversions.
- Anticipate, assess, mitigate and, as necessary, escalate conversion challenges; research, analyze and follow up on open issues.
- Represent the unit or department at meetings; liaise with Property Management, Real Estate Development, Leased Housing, Law, IT and other NYCHA departments and partners on all relevant aspects of conversion coordination.
- Support unit participation in NYCHA-wide roll-out of new Resident Case Management System (“RCMS”) software to replace AS400 and Siebel legacy systems; advise on customization and integration needs and coordinate successful implementation for PHTO and conversions-related functions.
- Collaborate with IT on enhancements to support the unit.
- Some on-site field presence is required.
- Perform other duties and manage special projects as assigned.

Minimum Qualifications
- A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time, progressively responsible experience in real property management, at least 18 months of which must have been in a managerial capacity involving the supervision of a large staff of property management agents and/or housing development specialists and requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work. "Progressively responsible experience" must be demonstrated by a work history of promotions and/or assumption of increasingly responsible duties and assignments. Experience in building construction or renovation; management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management in connection with housing or with reconstruction/rehabilitation projects; supervision of receivership, tenant relocation and anti-abandonment work in housing and other properties, and buildings owned, managed, to be acquired by the City, or at risk of being abandoned; or building maintenance will be accepted up to a maximum of three years toward meeting the general requirements; or
- A baccalaureate degree from an accredited college and four years of experience described in "1" above, including eighteen months of experience in managerial capacity; or
- A satisfactory combination of education and/or experience equivalent to "1" or "2" above. However, all candidates must have eighteen months of managerial experience. Education at an accredited college or university may be substituted for general work experience (but not for the 18 months of managerial experience described above) at the rate of 60 college semester credits for one year of acceptable experience up to a maximum of 4 years of college for 2 years of experience.

Preferred Skills
- Extensive knowledge of NYCHA public housing tenancy management procedures and operations. - Strong staff management experience. - Knowledge of PACT or Trust experience with Section 8 a plus. - Proven competency in analysis, reporting, communication, and presentation. - Exceptional project management and time management skills highly organized ability to manage multiple priorities and responsibilities within deadline. - Experience in policy and procedure implementation.. - Experience in engaging a wide variety of stakeholders, like NYCHA managers, front line staff, subject-matter experts, and residents. - Proficiency in MS Office, including Excel, Word, Power Point, Outlook, One Drive, Smart Sheet, NYCHA systems/applications. - Ability to handle sensitive information and deal with complex issues. - Professional, collaborative and flexible approach to work and team leadership with excellent judgement.
