Duties Description
A Business Analyst with IT expertise is critically needed to support the Newborn Screening (NBS) Program. NBS performs medical tests to identify babies with certain disorders, which without intervention, may permanently impact newborns and their families. NBS relies on the highly customized Natus software as its Laboratory Information Management System (LIMS), which is essential for reporting and managing newborn screening results, including timely follow-up on abnormal findings. Given the complexity of the system and its integration into daily operations, such as the Health Commerce System and the Universal Public Health Node, a dedicated analyst with a strong understanding of information technology is necessary to ensure a smooth transition as the program undergoes changes in licensing, server environments, and platform migrations. NBS must adapt to meet new demands in data management, storage, system updates/upgrades, cybersecurity, and long-term maintenance. This role is essential to maintain system functionality, protect data integrity, and ensure the continued delivery of this vital public health service.

Minimum Qualifications
Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 1(G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Business Systems Analyst 1(G18), Business Systems Analyst Trainee 1 (NS), or Business Systems Analyst Trainee 2 (NS). Business Systems Analyst Trainee 1: A bachelor's or higher degree.
Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
Business Systems Analyst 1: A bachelor’s degree and two years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
Preferred Qualifications: The successful candidate must be able to work well both independently and collaboratively in a team environment. Skilled at effective communication and interpersonal skills to build and maintain positive working relationships. Possess excellent analytical and organizational skills. Experienced in laboratory settings and with laboratory instrumentation preferred. Proficient in Microsoft Word, SharePoint, Visio, and Project.
