WORK SCHEDULE: 4 Day Workweek / 10 Hours Daily / 30 Minute Lunch Break

Duties

This entry-level role is part of the Police Department’s Real Time Intelligence Center (RTIC). Crime Information Specialists are responsible for ensuring the accuracy of City of Plano criminal justice data across multiple internal platforms as well as federal, state, and local criminal information systems. Specialists play a vital role in rapidly gathering, analyzing, and distributing actionable intelligence to support first responders and criminal investigators—operating around the clock to help keep Plano safe. Duties may include:

  • Monitoring police radio broadcasts, emergency calls, alerts, video camera streams, and other real-time information sources.
  • Assisting with the detection, recognition, and response to public safety incidents.
  • Extracting and compiling data from multiple systems to provide timely intelligence.

Looking ahead, the Police Department is considering implementation of a Drone as First Responder (DFR) program, with Crime Information Specialists serving as remote pilots.

Summary of Duties: Ensures the precision of City of Plano criminal justice data across multiple internal systems as well as various state and national systems accessed by law enforcement personnel nationwide related to TCIC/NCIC/CJIS. Plays a key role in swiftly extracting information from diverse resources to gather, develop, analyze, prepare, and disseminate actionable intelligence information on a 24/7 365-day basis.

Examples Of ESSENTIAL JOB FUNCTIONS

  • Processes all record entries, modifications, clearances, and cancelations in the TCIC/NCIC system on persons or property by researching, compiling, and verifying the accuracy and completeness of our law enforcement information while ensuring compliance with policies and procedures.
  • Monitors radio communications and active calls for service to identify incidents requiring further research using open sources, internal and external record systems, law enforcement restricted intelligence networks, police reports, social media platforms, and other sources of law enforcement origins and organizes the information obtained to provide real-time assistance to responding personnel in the field.
  • Monitors video streams and license plate reader detections and utilizes image comparison technology to provide actionable information to officers, providing enhanced situational awareness to augment tactical decision-making efforts during incident responses.
  • Processes real-time alerts and information from law enforcement databases and distributes relevant data to the appropriate personnel.
  • Completes all confirmation processes and paperwork for persons or property listed as wanted or stolen by our agency on the regional, state, and national databases; when pertaining to prisoner information, creates and/or updates offense reports and jail systems with the associated information.
  • Rapidly interprets, compiles, and shares data from state and local databases, ensuring timely responses. Proficiently selects relevant information sources to prevent legal repercussions from users and the agency.
  • Identifies, analyzes, and corrects information on TCIC/NCIC related records and internal offense reports to ensure accuracy at the time of the incident and during routine audits to validate actionable information regarding persons or property.
  • Creates, evaluates, and disseminates situational awareness bulletins through the TCIC/NCIC system and internal computer aided dispatch (CAD) system.
  • Responds to administrative requests; including but not limited to police personnel, court personnel, public safety personnel and other internal departments.
  • Responds to inquiries and the exchange of actionable crime information with other law enforcement agencies via multiple methods of communication with availability 24/7, 365 days a year.
  • Uses excellent customer service skills to establish and maintain effective working relationships with other employees, officials, and all member of the general public, as well as with a network of real time crime center professionals; both regional and national.
  • Must be able to maintain complete confidentiality.
  • Regular and consistent attendance for the assigned work hours is essential.

Marginal Duties

Performs other duties as assigned.

Typical Decisions: The incumbent must decide when to enter, modify, cancel or clear information in the TCIC/NCIC system. Decides which law enforcement system will be searched based on the request received. Determines the relevance of data with a focus on accuracy of information. Demonstrates the capacity to operate autonomously and exercise independent judgment.

Minimum Qualifications

Knowledge of : TCIC/NCIC purpose and function. Computer-based operating systems and database management, including data collection and extraction practices; preferred experience with police reporting systems, including data entry, storage, and retrieval. Research methods and processes, such as source verification and validation, organization of facts and data points. Radio operations and computer aided dispatch systems.

Skill in: Typing Speed: 50 words/minute. Effective oral and written communication. Ability to establish and maintain working relationships with both internal and external customers. Ability to plan, organize and prioritize work assignments.

Education: High school diploma or GED equivalent required; Bachelor’s degree in criminal justice administration, law enforcement, public or business administration, sociology, or a related field is preferred.

Experience: One (1) year of experience working in a law enforcement agency, public safety communications or related public safety field or two (2) years of previous administrative or clerical experience.

Any work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications : It is a state regulation that personnel be required to obtain the following certifications within 6 months of hire: TCIC/NCIC Full Access c ertification (24 -hour course), 28 CFR Part 23 c ertification.

Conditions of Employment: Must pass a drug test, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment ; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone . Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds .

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
