Payroll Manager

Job Objective:
Under the direction of the CFO or designee, this position is responsible for managing the payroll preparation/processing, tax reporting and related reporting functions. Responsible for the management and timely preparation of payroll, tax reporting, financial analysis of proposed changes in compensation and benefits, development of electronic reporting tools, and preparation of various payroll and labor productivity reports.
Essential Duties and Responsibilities
A. Directly responsible for all payroll processes including internal and external payroll based financial reporting
1. Ensures the timely and accurate completion of all required payroll, FTE, hours, and benefits reporting and analysis for the District’s various constituencies. Works closely with Human Resource department staff to ensure payroll practices follow Hospital policies
2. Prepares and/or reviews payroll tax deposits, as well as quarterly and annual payroll tax reports
B. Develop and maintain consistent and timely labor productivity reporting for all hospital departments
1. Working directly with the Controller and other Hospital Department Directors, develop reporting and analysis tools which meaningfully measure ongoing efficiencies and effectiveness with consistent formats to increase the ease of comparability and use.
C. Assist with the development of processes which ensure consistent reporting of data elements and elimination of multiple data sour
ces1. Working directly with the CFO, this position will assist with the development and maintenance of interfaces to ensure accurate and consistent reporting of these data elements across the organization.
D. Coordinate the inputs of various business unit managers into the general le
dger1. Working directly with Accounting Management to ensure that all appropriate wage and benefit journal entries are prepared, documented and recorded to ensure timely closing of the monthly financial statements.
E. Responsible for the overall maintenance of related payroll systems.
1. Ongoing day-to-day management of the payroll systems rests with this position, inclusive of “ownership” of the related account analysis.
2. In collaboration with the Controller, directly responsible for the development and generation of payroll-related reports.
F. Produce comprehensive financial reporting and analysis structures for senior management presentations, to include cost trend analysis.
G. Facilitate Training Programs to assist with the ongoing development of payroll processing and reporting programs throughout the organization.
H. Working with the Controller, fully supports the development of wage and benefit budgets, forecasts, and corresponding analysis as needed.
I. Management responsibilities
1. Performs all supervisory responsibilities to include annual evaluations, interviewing and selection, time card approval, and training of staff
Education and Experience
Education
Bachelor’s Degree or equivalent demonstrated work experience in payroll
Experience
-Minimum of 10 years Payroll experience.
-Experience with time & attendance/payroll system implementations a must
-Experience in healthcare preferred

Required Licensure and/or Certifications
- Certified Payroll Professional designations, preferred
