Managed Care Long Term Services and Supports STAR+PLUS Program Support Unit - Community Care Worker III

Program Supervisor, I performs moderately complex (journey-level) administrative and supervisory program work as the supervisor of a Program Support Unit in STAR+PLUS managed care. Work involves assisting in establising program goals and objectives; assisting in developing program guidelines, procedures, policies, rules and regulations; assisting in developing schedules, priorities, and standards for achieving program goals; and assisting in evaluating program activities. Supervises the work of others. Works under general supervision, with limited latitide for the use of initative and independent judgement.
Essential Job Functions
Oversees and supervises the work of assigned program staff and confers with staff on program issues and problems. (50%) Prepares and reviews reports on the effectiveness of program activities. (10%) Assists in planning, implementing, coordinating, monitoring, and evaluating programs. (10%) Assists in the development of program guidelines, procedures, policies, rules, and regulations and monitors compliance with policies and procedures. (10%) Assists in the preparation of program budget requests. (5%) Assists in the preparation of training and operational manuals, educational and marketing materials, and public information programs. (5%) Assists in conducting special investigations, program analyses, and research studies. (5%) May provide training or technical assistance in program area(s). Performs related work as assigned. (5%)
Initial Screening Criteria
Bachelor's degree from an accredited college or university with major coursework in a field relevant to the delivery of health and human services. Additional related work experience may substitute for the required education on a year for year basis. Preferred experience in STAR+PLUS managed care and prior supervisory experience. Experience or knowledge of Health and Human services programs and/or consumers. Experience utilizing personal computers and Microsoft products.

- STAR+PLUS Home and Community Based Services (HCBS) program, Medically Dependent Children Program (MDCP), Intellectual or Developmental Disabilities (IDD) - Long-term Care programs and services.
- Various types of computer equipment and software including, Outlook, Word, and Excel.
- State software such as Texas Integrated Eligibility Redesign System (TIERS), Service Authorization System Online (SASO) or the Texas Medicaid & Healthcare Partnership (TMHP) Long Term Care Online Portal (LTCOP).
- College degree from an accredited colled or university with major coursework in a fiedl relevant to the delivery of health and human services. Related work experience may substitue for the required education on a year for year basis.
- Experience in STAR+PLUS managed care.
- Prior or current supervisory experience.
- Communicating effectively orally and in writing.
- Managing stress in high-profile situations while maintaining a professional demeanor.
- Identifying systemic problems and ways to resolve those problems.
- Multi-tasking under pressure.
- Convey instructions and explanations to individuals and key parties, to negotiate available services, and to train others.
- Operate computer equipment and be proficient in the use of Outlook, Excel, Word, as well as the ability to gain a general understanding of various state software programs, e.g., Texas Integrated Eligibility Redesign System (TIERS), Service Authorization System Online (SASO) and Community Services Interest Lists (CSIL).
- Identify potential problems and act proactively to prevent the problem.
- Establish priorities according to relative importance and deadlines, set goals and manage time efficiently.
- Interpret complex policy and procedure.
- Gather, assemble, correlate, and analyze facts to devise solutions to problems.
- Develop reports based on research and analysis.
- Perform duties with minimal supervision.
- Understand new or changed information and to effectively relay that information to others.
