Job Summary

The Chief Operations Officer is responsible for all clinic administrative operations and leads all human resources and workforce development functions assuring they are aligned with organizational goals and promoting Pueblo Community Health Center’s Core Values and service culture. Leads, coordinates and accountable for strategic initiatives. Actively participates as a member of the executive management team and develops strong working relationships.

Reports to: Chief Executive Officer

Supervision Exercised: Director of Clinic Operations, Director of Human Resources, Provider Services and Recruitment Director, Director of Information Technology

Education/Experience/License/Certification

  • Master’s Degree in field relevant to health care is required. Other fields of study may be considered.
  • At least three years’ experience in a senior healthcare management position is required.
  • A bachelor’s degree may be considered if the degree is relevant to health care, human services or business and significant health care management and leadership experience is applicable.
  • Valid driver’s license and auto insurance as required by law

Required Travel

Frequent travel is required, including day-to-day local travel for business meetings, community events, etc., of which some may occur during evenings and weekends.

  • Excellent interpersonal, oral and written communication and organizational skills.
  • Essential to have ability to understand verbal information/instruction, to exchange verbal information with others and ability to present information/instruction verbally.

Essential Duties And Responsibilities

  • Ensure the function and activities of this department embrace the philosophy, mission, values and Communicate with Heart service model supported by the Board of Directors of Pueblo Community Health Center, Inc.
  • Adhere to the guidelines and procedures of Pueblo Community Health Center, Inc.
  • Participate with the Executive Management Team in the overall planning and organizational development of the Pueblo Community Health Center, Inc.
  • Establish and maintain effective working relationships with Executive Team peers, operations department managers and managers from other departments.
  • Increase the capacity of the human resources department to serve the needs of the organization by the development and implementation of a strategic plan for growth, effectiveness, and efficiency. Assure that human resource management is carried out in accordance with approved policy and procedures and with all applicable laws.
  • Responsible for organizational planning including business plans, capacity, expansion and practice growth management.
  • Responsible for compliance in areas of contracts, safety and environment of care, emergency preparedness and business continuity, regulatory (i.e. HIPAA) and general organization and administration of corporate documents.
  • Responsible for and will provide leadership to the Information Technology operations, planning and development.
  • Responsible for leading, promoting and modeling quality improvement; is familiar with formal performance improvement methods and group facilitation; is familiar with the chronic care model and the use of clinical data to improve care systems.
  • Assures procurement are followed as dictated by Center policies, and are accomplished effectively and equitably. Manage vendors providing mission critical services.
  • Assure that the facility maintenance function is accomplished efficiently and equitably as dictated by Center policies.
  • Assure all safety and environment of care functions are managed efficiently and in accordance with applicable laws, rules, and regulations.
  • Oversee risk management functions, including liability insurance matters; incident reporting and resolution; and legal affairs.
  • Primary contact for Federal Tort Claims Act (professional liability) matters.
  • Administer emergency preparedness and business continuity plans and activities.
  • Assure that clinic operation services function efficiently to maximize utilization of available heath care services and resources.
  • Provide extensive administrative support and direction for the Chief Medical and Dental Officers through collaboration and ongoing communication and coordination.
  • Manage third-party pharmacy management contract.
  • Develop business, operational and facility development plans for new services and programs.
  • Lead or participate in the leadership of system-wide initiatives critical to the mission of the organization.
  • Serve as staff for the Quality and Clinical Committees of the Board.
  • Serve as Corporate Compliance Officer.
  • Conduct and participate in meetings as appropriate.
  • Involved with community boards, committees and coalitions as assigned.
  • Other related duties as assigned.
