Overview

The Junior Buyer will be responsible for procuring, developing, monitoring and executing supply and service agreements. They will procure proper quantity and quality of material, equipment and services for the organization’s operations in compliance with Federal Law, State Law, City Charter and City Policies when applicable. They will implement strategic sourcing programs for key operational commodities and services draft aware memorandums and supporting documentation for City Council review. They will determine when direct consultation with City’s Attorney or Risk Management as necessary regarding procurement issues.

Responsibilities

  • Develop, initiate and monitor supply and service contracts
  • Coordinate with requesting departments to establish supply and service contracts
  • Assist in the development of complex request for solicitation documents necessary to secure professional services contracts, including terms and conditions, scope of work, response format and evaluation criteria
  • Perform price and cost analysis in evaluating bids and proposals
  • Evaluate using low-cost and best value analysis and make recommendations to Procurement Management
  • Assist in the award and recommendation process for council award consideration
  • Review and analyze purchase requisitions to establish purchase order contracts
  • Draft aware memorandum and supporting documentation for the City Council presentation, including agenda memorandum, bid tabulation or price sheet, certification funds
  • Draft service agreements, resolution and appropriation ordinances as required
  • Assist with the development of complex and detailed evaluation matrices of contract awards
  • Utilizes INFOR FMS, a solicitation and contracting website, for posting and updating specified project solicitations, and award ad related information
  • Assists in INFOR training to internal departments related to requisitions and PO management
  • Assist with the education and familiarization of new suppliers regarding City’s procurement policies and regulations, including with the registration and use of the City’s Supplier Portal
  • Determine when direct consultation between the City’s Legal Counsel and Procurement Division may be necessary regarding procurement issues
  • Determine when and what type of communication is necessary and act as the facilitator between contractors and City department to resolve contract and procurement related items
  • Provides direction to City employees that purchase for their departments to ensure compliance
  • Meet with prospective contracts, suppliers and bidders to gain insight and perspective on industry trends and market movement of commodities and services frequently used by the City
  • Conduct complete price, market and industrial analysis as required
  • Administer the analysis of specification requirements, production schedules, procurement data, buying patterns and industry and market trends to identify key commodities and services
  • May be asked to perform other duties as assigned

Position Type and Typical Hours of Work

  • E xempt – Full-Time
  • Non rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed

Minimum Qualifications

  • Associate’s degree (AA/ AS); or two (2) year technical certificate
  • Two (2) years of experience

  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
