Duties Description
The Health Program Director 1 will function as the Director of the Bureau of Staffing Support and Operations. Duties will relate to the coordination and implementation of various programs across OHIP. The incumbent will be responsible for directing, managing and overseeing a growing staff of 30+ employees; Managing the day-to-day logistical operations of the Office of Health Insurance Programs; Developing and preparing budget and legislative proposals related to the development of new initiatives and the administrative and personnel related functions of the Office of Health Insurance Programs; Researching, developing and preparing management reports and other written material for OHIP on various topics and subjects as needed to support OHIP’s objectives; Working with the Human Resources Management Group and the Department of Civil Service to develop and implement a staffing strategy that meets the needs of OHIP; Developing an administrative plan for the future needs of OHIP and direct the implementation of the plan; Working with various state entities on securing and configuring space to meet the growing needs of OHIP; Planning, coordinating, directing and overseeing all aspects of the administration functions of the Office of Health Insurance programs; Organizing, coordinating and preparing reports to satisfy inquiries sent to OHIP from the Department of Health, other agencies and external organizations; and Representing OHIP at meetings and in other forums related to implementing new initiatives and/or administrative policies and procedures.
Qualifications
Minimum Qualifications
Eleven years of professional experience, of which two years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization.
A bachelor’s degree may substitute for four years of the professional experience described above; a master’s degree in an appropriate field may be substituted for an additional year of that experience.
Preferred Qualifications
The ideal candidate will have experience in planning, coordinating and executing personnel recruitments and classifications, demonstrated experience in administrative budget development and experience in managing logistical operations. Experience with Medicare and Medicaid services, procedures, processes and rules. Experience managing relationships with diverse stakeholders. Experiencing developing trainings on best program practices. Experience facilitating team building. Experience developing, prioritizing goals and protocols for ensuring compliance with project requirements.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
