NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.

The Property Valuation and Tax Mapping seeks an individual with strong statistical and GIS analytical skills to serve as Deputy Director of GIS and Operational Analytics within the Division's Property Modeling and Research Group. The research group is responsible for the mass appraisal of New York City's residential and commercial real estate. The selected candidate will manage the development of computer programs and data models, supervise staff providing support to other modelers, and work closely with management. The selected candidate will report to the Senior Director of the Property Modeling and Research Group.

Responsibilities Include, But Are Not Limited To, The Following

  • Lead the creation of the rent roll map dashboard.
  • Improve scoping and GIS support to streamline field inspections for administrative inspection survey enhancements.
  • Develop and implement automated workflows for zoning updates for automated zoning updates in Vision.
  • Lead the annual update of Assessor Districts and the creation of interactive web maps to support property valuation workflows for assessor district mapping.
  • Spearhead the creation of an interactive online version of tax maps, transitioning from static print maps to a dynamic digital format for enhanced tax map development.
  • Manage the generation of critical assessment resources, including the annual cell site master list, cell site comparable list, and billboard comparable list for annual comparable files production.
  • Analyze RPIE filings to determine triple net lease parcels, improving valuation accuracy for NNN lease type designation.
  • Identify RPIE stable filers, apply global valuation adjustments, and implement values into the CAMA system for Real Property Income & Expense (RPIE) stable filers identification.
  • Oversee Cell Site and Leasing Commission & Tenant Improvement (LCTI) Addbacks. Manage cell site income and LCTI expense addbacks, ensuring proper valuation adjustments by integrating them into the CAMA system.
  • Provide technical support for property-related lien sales, ensuring accurate data and assessment consistency lien sale support.
  • Produce and refine alternative comparable property lists to support assessors in valuation selection for alternative comparable property lists.
  • Serve as a key resource for zoning-related valuation updates and provide training on zoning update logic to ensure accurate property classifications zoning and land use integration.

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

  • Over 10 years of experience with Geographic Information Systems (GIS) for spatial analysis, mapping, and data integration strong knowledge of zoning concepts, with proven ability to track major rezonings and implement changes into the CAMA system. -8+ years of expertise in statistical programming, advanced data analysis, and modeling using SAS, R, and Python, with extensive experience handling large datasets. -More than 5 years of hands-on experience with the CAMA/Vision system for property valuation, with demonstrated success in managing valuation processes. -Over 5 years of applied knowledge in real estate valuation methodologies, appraisal techniques, and analytics. -2+ years of experience training and managing technical staff working with property data and modeling projects. -Extensive experience acting as a liaison between assessment staff and technical teams, translating complex analytical insights into actionable strategies. -Strong familiarity with state and city property tax laws, policies, and standards.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
