Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Solid Waste Management Division (Division) is responsible for managing one of the largest solid waste and recycling management programs in Florida by providing contract collection services to 235,000 residential units and operating and maintaining multiple solid waste management disposal and recycling facilities that process more than 1 million tons each year in service of Orange County¿s population of 1.5 million residents, its businesses, and more than 70 million visitors each year.

The Division is seeking a highly qualified individual to serve in a leadership role filling the position of Project Manager. This position is responsible for planning, developing, and executing multiple projects for the Division including the development of a county-wide materials management plan/solid waste facility masterplan and other program and facility projects. This is professional work performed with considerable independence and initiative.

Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the division manager or other designated supervisor.

Job Description

Representative Duties/Assignments:

  • Professionally lead the development of a countywide materials management plan and solid waste management master plan
  • Research, develop, and implement innovative waste management, recycling, and diversion programs
  • Manage new facility development projects
  • Accurately prepare and manage large-scale budgets following County revenue planning and procurement protocols
  • Organize and manage multifaceted teams of County staff, engineers and consultants assuming responsibility for timely and cost-effective project delivery
  • Communicate effectively with internal and external stakeholders including industry, appointed and elected officials, and the public
  • Work productively and independently to support the Division needs and goals
  • Produce and interpret highly technical reports and memos
  • Employ effective document control measures for project information, communications, and documentation
  • Collaborate with other groups and divisions to achieve common goals and the vision set forth for Orange County
  • Serve as a leader for innovation, collaboration and inclusivity among all sections within the Waste Management Division.
  • Concurrently and successfully manage multiple projects with competing deadlines while assuring effective delivery
  • Deliver complicated technical information in a clearly understandable manner appropriate for various audiences, including elected officials, residents, business owners, and recipients unfamiliar with waste management challenges.


Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in science, engineering, management, law, planning or a related field and five (5) years of demonstrably successful experience in solid waste management/recycling, planning, environmental management, project management, project implementation. In lieu of the degree requirements, additional relevant may be substituted on a year-for-year basis.

Excellent verbal and written communication skills.

Preferences

  • Experience in solid waste management or recycling operations, management, and planning
  • Program development and delivery experience
  • Experience working with public/industry outreach and engagement
  • Solid understanding of environmental and sustainable materials management best practices
  • Understanding of system costs, budgeting, and finance
  • Supervisory experience, especially with managing teams or workforces
