The Supportive Programs and Initiatives (SPI), Fair Fares Program Division is a Mayoral initiative to subsidize NYCT fares initiative designed to provide accessible discount for NYCT subways and eligible local bus service to low-income families who are in receipt of Cash Assistance, Supplemental Nutritional Assistance Program as well as New York City residents who are living at or below the federal poverty line.

Under executive direction, with wide latitude for independent judgement and initiative, the Site Director is responsible for the direction and coordination of borough-based operations for five enrollment sites and/or the Electronic Application Processing Unit (EAPU) providing the transit discount; this position requires travel amongst the five enrollment sites.

The Supportive Program and Initiatives, Fair Fares Program is recruiting for one (1) Administrative Director of Social Services (NM) I, to function as Site Director, who will:

  • Manage and coordinate daily administrative and operational functions ensuring that the program services adhere to Federal/State/City and agency standards and those standards are uniformly enforced throughout the site. Oversee all Enrollment Specialist Supervisors and Enrollment Specialists conducting intakes.
  • Establish performance standards, site productivity goals, while directly supervising Enrollment Specialist Supervisors for procedural compliance, adherence to DSS time and leave regulations, disciplinary actions, and management of day-to-day administrative activities within their own sites.
  • Meet regularly and closely with the Program Operations Senior Director on productivity of the site, and complex related enrollment packages. Monitor the analysis of service gaps within the site and participate in executive level policy formulation meetings to develop systems for service enhancement.
  • Maintain an office environment that is sensitive to the needs of the Fair Fares consumers; ensure that confidentiality standards are fully met, and safeguards are put in place, and staff training, or disciplinary action is initiated as applicable.
  • Work with program leadership to scale operations based on demand, ensuring that we have the right staffing and locations to meet the needs of applicants. The incumbent is expected to report all staffing conflicts to the appropriate management in a timely manner.

Hours/Shift:

Monday - Friday; 9am - 5pm

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
  • Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
