The Oregon Department of Corrections is actively recruiting for a Public Records Program Manager with the Legal Affairs Unit in Salem, Oregon. This position is approved for a hybrid work schedule, offering flexibility for remote work while requiring the ability to report to ODOC Headquarters in Salem, Oregon, as needed. About The Job – Your Role
The primary purpose of this position is to provide oversight for any public records requests involving requests for DOC documentation to ensure we are adhering to public records law, being transparent with all stakeholders, identifying, tracking, and mitigating risk by promoting continuous quality improvement, ensuring written directive and strategies are being implemented, and addressing areas of concern.
The Public Records Program Manager will be expected to develop strong, positive, and collaborative working relationships with DOJ, DAS Risk Management, DPSST, Special Assistant Attorney Generals (SAAG), agency LIOs and PIOs, DOC HQ staff, Central Services Staff, the Corrections Ombudsman, legislative offices, and other impacted agencies and interest groups related to public records, and other potential issues that could affect the Department of Corrections. This position’s primary responsibility is to provide direction, guidance, and coordination, of all public records program management. Providing structure, ensuring proper agency records management and record collections for high-priority and high sensitivity public records requests. This position ensures all public records requests for DOC are handled according to public records law and any subsequent DOJ guidance. The Public Records Program Manager provides valuable judgement to determine if the department is at legal risk with current operations and management of public records requests based on input and guidance from DOJ, prior lessons learned, input from external stakeholders, the legislature, the corrections ombudsman, and media. On behalf of the Legal Affairs Administrator, the Public Records Program Manager provides coordination and guidance to 20 staff Legal Information Officers (LIOs) located at 12 DOC institutions as well as other staff located within various divisions/special units for public records requests. This position provides independent, professional level work, researching, planning, implementing, and monitoring public records requests for DOC administrators, department leadership, managers, staff, and outside stakeholders.
This position will handle sensitive information and must maintain confidentiality regarding staff investigations, institution security processes, protected health information, and personally identifiable information. The person in this position will be regularly submitted to images and language that may be disturbing and traumatic. As such, a resiliency plan is necessary. The employee must prioritize and schedule personal workload to ensure timely response to department, division, and individual project needs, provide complete and accurate information, reports or materials needed to carry out the mission of the department. The consequence of error for this position is mishandling or delay which could result in liabilities that include, but are not limited to, civil liability, financial liability, and delay in process. The employee must be able to work with a high degree of independence under the general direction of the Legal Affairs Administrator and consult with the Records Officer, and/or the Legal Affairs Administrator as necessary to obtain direction, clarification of expected results, confirm interpretation of regulations, and seek guidance in complicated or unclearly defined areas. Decisions made by this position are a direct reflection of the Legal Affairs Administrator, the Legal Affairs Unit, the Public Affairs Division, and the administration of the divisions and the department.
The Public Records Program Manager is able to telework or work in a normal office environment. Both work locations require confidentiality, tact, critical thinking, and sensitivity. Working at the computer for extended periods of time may be required. The Litigation Program Manager may attend meetings on-site at correctional institutions and other locations throughout the state. Occasional contact with AIC, as well as occasional travel inside the state with overnight stay, may be necessary. Some out of state travel may be necessary to attend training.

The Statewide Financial Programs Unit manages a range of complex projects that require the ability to effectively balance and adapt to competing agency priorities.

Minimum Qualifications

- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work; OR
- Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.
- Strong organizational and time management skills to effectively manage competing priorities and meet deadlines.
- Exceptional attention to detail and accuracy in all aspects of work.
