Description

MAJOR FUNCTIONS:

The Seminole County Tax Collector is seeking a Customer Service Representative (CSR)! This position will be located in Sanford and will be responsible for clerical duties involved in the preparation, processing and fee collection efforts for property tax, tangible personal property tax, local business tax renewals. Work requires review of documents, data entry and money collection within established balancing procedures and is performed under the general direction of appropriate staff.

Illustrative Duties

  • Receives payment for tangible and non-tangible property taxes.
  • Verifies documentation and processes applications for Business Tax Receipts.
  • Reviews name, legal description and parcel number to ensure correct payment application, collects funds, issues receipt (upon request) and inputs same into computer, validating check and bill.
  • Assists mortgage companies by assigning and/or removing company codes to escrow accounts for direct billing.
  • Assists property owners, mortgage companies, title companies, branch offices and banks by providing information on tax amounts, legal descriptions, parcel numbers and ownership.
  • Updates address information and other data on file on the computer to ensure correct billing.
  • Upon receipt of notification from Property Appraiser, processes cut outs, corrections of property descriptions, values and tax amounts as they relate to current or prior years.
  • Upon correction of assessment of property taxes, prepares requisition for refund and forward same to the Department of Revenue; if refund is approved, same is forwarded to payee.
  • Reviews and combines multiple bills for initial tax notices and follow up with second notices to any that remain unpaid.
  • Processes overpayment on property taxes, prepares and forwards refund to payee.
  • Assists public in review, explanation and clarification of various taxing authorities, including Trim notices, installments and deferred tax payment plan.
  • Reviews requests for pro-rated taxes. Upon approval, calculates and processes payment of same.
  • Stays aware of discount, penalty dates and all other schedules relating to property taxes.
  • Upon request, calculates redemption amount of tax certificates and generates statement if necessary.
  • Processes and posts redemption payments of tax certificates.
  • Disburses to purchaser, the face value and accrued interest from redemptions of tax certificates.
  • Receives tax deed application, verifies maturity of certificate, collects all outstanding taxes and search fees, and initiates title search. Upon receiving title search, verifies information, processes certification and forward same to the Clerk of the Circuit Court.
  • Upon redemption of Seminole County Tax Certificates, calculates and distributes funds to various taxing authorities.
  • Following receipt and review of notice of bankruptcy, researches tax rolls for outstanding taxes owed by bankrupt debtor, file claim with the Bankruptcy Court on all taxes owed and maintain pending file on same, including interest calculation and partial payments. Enters bankruptcy code in current tax roll.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, county and local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Knowledge, Skills, & Abilities

  • Knowledge of the Tax Collector's duties and responsibilities as set forth in the Florida Constitution and Florida Statutes.
  • Knowledge of the Tax Collector's Office policies, procedures and practices.
  • Able to access, input, retrieve and safeguard confidential data using various proprietary computer programs and applications.
  • Able to act with good judgment and flexibility as well as act decisively to analyze and solve problems.
  • Able to prioritize and organize.
  • Able to interact with customers and co-workers in a courteous and effective manner.
  • Able to type 40 correct words per minute.
  • Able to correctly make mathematical computations using addition, subtraction, multiplication and division.
  • Able to communicate both orally and in writing in the English language.
  • Must be able to maneuver without assistance in an office environment, stand, walk, sit, and reach with hands and arm.
  • Able to travel as needed.

Ada Requirements

Mental Demands: Ability to read and comprehend technical documents, instructions, rules, guidelines and procedures; memos, letters, etc. Ability to write clearly and concisely relay information, details and data. Ability to speak to layman relaying information and details. Ability to perform general mathematical functions.

Physical Demands: Light work. Extended standing, some walking, lifting and carrying up to 25 pounds. Able to reach, see, talk, finger dexterity for data entry. Ability to look at a computer screen for long periods.

Environmental Demands: Inside work and occasional outside work.

Requirements

High School Diploma or GED AND at least one (1) year of cashiering or front counter customer service experience.

  • Must possess and maintain a valid Florida Driver’s License.

NOTE: Bilingual English/Spanish is a plus.
