Senior Permit Technician $46,243.00 - $55,045.00/Annual

PERMIT TECHNICIAN

JOB DESCRIPTION:

Under moderate supervision, responsible for performing technical work in the review and processing of construction project permits to include processing departmental payments and providing counter assistance to the general public, contractors and developers.

EXAMPLES OF WORK TO BE PERFORMED:

  • Accepts and processes permit applications, checking for completeness and compliance with applicable local and state requirements; reviewing and issuing permits for miscellaneous construction projects including pools, fences, foundations, roof repairs, moving structures, demolitions; issuing over-the-counter electrical, mechanical, plumbing, and banner sign permits; processing, distributing, and issuing approved commercial, residential; and/or, performing other related activities.
  • Reviews application and submittal package for completeness and accuracy. Logs application into permitting system and distributes plans to departments for review.
  • Provides technical support associated with permitting activities, which includes: coordinating public inquiry on development processes, codes, ordinances, and permit requirements; processing utility releases; maintaining logs for permit distribution and permit review turnaround times; scheduling and entering inspections; initiating cases in database; enforcing and updating required contractor registrations; generating and processing a variety of daily, weekly, and monthly reports; and/or, performing other related activities.
  • Performs financial activities in support of department operations, which includes collecting building permit, development, registration, and other miscellaneous fees; maintaining escrow accounts; administering accounting systems for cash receipts; making daily deposits to central cashiers; balancing cash drawers; generating revenue reports; and/or, performing other related activities.
  • Provides customer service activities, which include: greeting customers; answering phones; responding to requests for information or service; and, performing other related activities.
  • Maintains a variety of records for the department related to permitting activities. Prepares a variety of reports related to departmental activities

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

  • Experience working in an office environment preferably in construction or related field.
  • Skilled in handling cash.
  • Skilled in gathering and analyzing information and making recommendations based on findings and in support of organizational goals.
  • Ability to communicate effectively with the public and other city employees by oral and written means.
  • Knowledge of customer service principles and practices.
  • Knowledge of basic bookkeeping practices.
  • Knowledge of basic filing principles and practices.
  • Ability to establish and maintain effective working relationships with architects, contractors, public officials, co-workers, and members of the general public.
  • Skills in organizing and prioritizing workload.
  • Must be detail oriented.
  • Ability to operate a variety of office equipment including, but not limited to telephone, personal computer, and copier.
  • Knowledge of Word and Excel software and other basic computer programs.

REQUIRED EDUCATION, TRAINING AND EXPERIENCE:

  • High School Diploma or G.E.D.
  • One year experience in a municipal building department, customer service, handling cash or comparable position.
  • Valid Texas Driver License

DESIRED TRAINING AND EXPERIENCE:

  • Reading and interpreting construction documents, reference books and manuals such as; building code books, blueprints, etc.
  • Basic knowledge of building codes, ordinances, terminology, construction techniques, etc.
  • Interpreting and applying applicable code requirements and permitting processes.
  • Possession of International Code Council Permit Technician certification.
  • Additional training or experience in related field.

SENIOR PERMIT TECHNICIAN

JOB DESCRIPTION:

Under general direction of the Building Official, participates in front counter operations, accepts and processes permit applications, and issues building permits for residential and commercial building projects. Develops and maintains a working relationship with contractors, developers, consultants and residents to achieve compliance with all federal, state and city construction codes and ordinances.

EXAMPLES OF WORK TO BE PERFORMED:

  • Processes permit applications and building plans for new commercial and residential projects, including finish-outs, additions, remodels, fences, swimming pools, accessory buildings, etc.
  • Reviews applications for completeness and accuracy. Logs applications into spreadsheet and distributes to departments for review.
  • Examines contractor submitted plans to check for completeness and compliance with building codes and city ordinances.
  • Accepts cash payments for permits. Verifies cash reports are in compliance with the accounting system as well as actual funds and completes a deposit report.
  • Answers calls from public concerning; inspections, permits, certificate of occupancies, codes, etc.
  • Enters application requests into computer program.
  • Verifies contractors/subcontractors are registered with the City.
  • Answers questions and assists public with completion of permit applications.
  • Provides customer service activities, which includes: getting customers, answering phones, responding to requests for information or service and performing other related activities.
  • Calls customers and notifies them of completed permits.
  • Supplies Building Official with monthly reports, cash reports, permits activity, etc.
  • Related work as required.

  • Minimum two (2) years of experience as a Permit Technician in a municipal building department involving extensive public contact.
  • Possession of International Code Council Permit Technician certification.
  • Valid Texas Driver License.
  • Experience working in an office environment preferably in construction or related field.
