PROJECT CONTROLS ANALYST I at Basin Electric Power Cooperative
POSITION PURPOSE
This position is located at our Headquarters location in Bismarck, ND.
This position is open to varying levels of experience.
This position develops knowledge in project budget cost controls and planning/scheduling with support and direction from Manager of Field Services and more senior project controls staff. The responsibilities of this position will progress into project budget management, project cost forecasting, project progress reporting, and project schedule analysis to improve the management and execution of projects for the Cooperative. Works closely with project coordinators and the project teams to support project cost control and project schedule control.
Essential Duties
- Participates in the development, improvement, and implementation of policies and procedures that apply project schedule and cost control.
- Assists in the development of cross discipline schedules into functional and complete project schedules including developmental, environmental/permitting, engineering, procurement, construction, commissioning, startup, & post start up phases.
- Assists in the analysis of project controls data to assist Project Coordinators in directing project activities. Assists in the tracking of project change orders and the development of projections.
- Assists Project Coordinators with monthly forecasts of total project costs, cash flow projections, variance analysis, risk analysis, and risk mitigation included in the draft monthly project reports.
- Assists the creation of detailed project budgets and the development of monthly cash flow projections on assigned projects.
- Assist Project Coordinators in drafting monthly project reports on assigned projects.
- Analyzes project schedules and provide information to the Project Coordinator. Ensure consistency with project scheduling procedures.
- Provide analysis for schedule review meetings with the Project Team on assigned projects. The most challenging aspect of this position is to have the ability to analyze and organize a project or program with respect to time and its impact on cost and resources.

Minimum Qualifications
- A bachelor’s degree in engineering, finance, accounting, mathematics, statistics or related; or
- A related associate degree; and 2 years’ experience in project controls; or
- A high school diploma or equivalent (GED or HSED); and 4 years of experience in project controls.
- A valid driver’s license is required.
- Travel is required to monitor physical project progress, assist in the implementation of project controls procedures, and for training. Some assignments will require extended overnight stays involving several days or weeks.
Preferred Qualifications
- Experience working with engineering, procurement, construction, maintenance, and operations personnel at power generation, transmission, substation, and/or communication facilities.
- Experience with MS Excel, Access, Project and Primavera P6 or other scheduling software.
PHYSICAL AND ENVIRONMENTAL DEMANDS
This position requires frequent sitting and use of keyboard/computer; and occasional standing, walking, bending, climbing, kneeling, reaching, crawling, pushing/pulling up to 50 pounds, and lifting/carrying up to 25 pounds. Finger dexterity, good hearing and color vision, and the ability to perform close work are required. Typically works in an office environment but may occasionally be required to work in conditions of dirt/dust, extreme heat and cold, noise, electrical risk, fumes, chemicals, vibration, poor ventilation, and confined spaces.
Key Skills
- A working knowledge of project controls.
- Good computer skills including Outlook and Word, asset management software and reporting systems.
- Ability to analyze data/reports and conduct research, implement recommendations, develop plans, procedures, goals, present information to others and work under stress and time constraints.
- May be required to work under pressure due to conflicting priorities and deadlines.
- Good report preparation skills and highly articulate.
- Good communication, organization, interpersonal and analytical skills.
- Clear and analytical in the approach to problem solving and possess clear decision-making abilities.
- A self-starter, flexible and able to work well with others.
