Connected Logistics is seeking a Task Order Project Manager to support the Defense Logistics Agency (DLA) Energy Procurement Support Tool (EPST) program. The Project Manager will oversee all aspects of contract performance, ensuring the successful execution of tasks, subtasks, and work activities across EPST, IAWT, and FASTracker. This position requires strong leadership, communication, and organizational skills to coordinate effectively with Government stakeholders and third-party contractors.

The candidate must be available to work during normal Government duty hours (Eastern Time).

Key Responsibilities

  • Coordinate and oversee all contract activities to ensure successful task execution, timely completion, and quality performance.
  • Serve as the primary point of contact between the Government, Connected Logistics, and third-party contractors.
  • Identify, assess, and mitigate risks, issues, and opportunities (RIOs) in alignment with Government processes.
  • Implement disciplined, flexible program management to proactively monitor performance and manage risks and issues.
  • Ensure successful delivery of all transfer-in and transfer-out services.
  • Provide qualified staffing with the appropriate skill sets; manage onboarding, offboarding, and personnel reporting.
  • Monitor and ensure compliance with DoD 8570 requirements and IT system access controls.
  • Oversee timely submission and upload of all deliverables, documentation, and data to Government-designated repositories.
  • Manage daily operations and contractor resources to ensure seamless task integration and completion.
  • Oversee technical support activities, ensuring maintenance of documentation, configuration management (CM) adherence, and compliance with DLA’s Information Technology Service Management (ITSM) solution (ServiceNow/SNOW).
  • Plan and coordinate regularly scheduled maintenance window activities.
  • Prepare and facilitate meetings, including agendas, presentations, minutes, and tracking of action items.
  • Report contractor performance and related data to the Government in accordance with contract requirements. Manage and maintain contractor access to the Government Network Environment (NE):
    • Ensure all services are logged in ITSM (SNOW).
    • Verify personnel complete all required safety, Information Assurance (IA), security, and other mandated training prior to NE access.
  • Demonstrated experience managing Government contracts or task orders of similar size and complexity.
  • Strong understanding of risk and issue management within DoD or Federal environments.
  • Proven ability to manage personnel, deliverables, and performance metrics in compliance with Government requirements.
  • Excellent communication, coordination, and reporting skills.
Requirements

  • Must be a U.S. Citizen with a Secret clearance or IT Sensitivity equivalent
  • Project Management certification (i.e. Project Management Professional (PMP) Certification, other equivalent nationally recognized certification)
  • Must possess five (5) years of Information Technology (IT) related program or project management experience in the public or private sector. This experience must clearly demonstrate expertise in coordinating and managing services that support, sustain, or maintain an enterprise level, mission critical / essential IT system or solution.
  • Must possess five (5) years of demonstrated experience in the following: Overseeing one (1) or more tier II or tier III technical support teams for an enterprise level, mission critical / essential IT system or solution that leveraged an Oracle or Windows based platform. Reviewing, interpreting, and executing contractual obligations. Implementing and directing day-to-day risk, issue, and opportunity (RIO) management activities at the project or program level. Performing and managing IT projects or programs using agile software development processes.
  • Must possess a Bachelor of Science (BS) or a Bachelor of Arts (BA) degree from a nationally accredited and recognized institution of higher learning or (9) years of relevant program or project management experience or greater.
  • Familiarity with DLA Energy business processes and procedures.
  • Proven interpersonal skills with the ability to work effectively in a team setting in areas such as teamwork, facilitation, and negotiation.
  • Exceptional verbal and written communication skills.
  • Capable of thinking strategically on assigned projects and action items (e.g. understands the long-term / “big picture”).
  • Proficiency in basic analytical software products such as Adobe as well as Microsoft Excel, Access, Word, Office, Project, Visio, and PowerPoint.
  • Excellent planning and organizational skills.
