Description
Department of Pediatrics is one of the largest departments within the UCSD School of Medicine with comprehensive clinical programs, extensive basic science and clinical research, and diverse educational opportunities for students, residents and fellows. The internationally renowned faculty play a major role in medical and graduate student training, providing educational and programmatic offerings that span several disciplines, and provide diversity to meet the interests of a broad spectrum of students and scholars. More than one hundred trainees at the graduate student and postdoctoral level, as well as more than 300 professional, research and administrative staff who along with the department administrators interact closely with the faculty. Under the direction of the Department of Pediatrics Director of Budget and Finance, this position will serve as a primary Financial Analyst for the Department’s management for all matters regarding fiscal control and analysis, as well as implementation of process re-engineering efforts and execution of the department’s financial and operational management and controls. The Analyst will assemble and publish regular reports for fiscal management including clinical, departmental, service agreement, and other outside income. Responsible for the development and maintenance of ad-hoc systems and databases to be used in facilitating the management of funds and operations within the Department. The incumbent will assist in implementing and monitoring faculty salaries. The Analyst will work directly and independently with division chiefs in overseeing funds and expenditures
The Analyst will research and assess internal control process management needs to identify issues requiring attention and processes requiring reformulation. The incumbent will make appropriate recommendations to create solutions and mechanisms to reduce labor intensiveness, increase the use of available automated tools and improve the timeliness, accuracy and quality of the output produced by the department.
The Analyst will use professional concepts and applies organizational policies and procedures to resolve various issues. This position works on problems of limited to moderate scope where analysis of situations or data requires a review of multiple factors. The incumbent will work with UCSD personnel and external customers and partners and will need to exercise judgment within defined procedures and practices to determine appropriate action.
Minimum Qualifications
Annual Full Pay Range: $73,205 - $106,634 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $35.06 - $51.07
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. Minimum Qualifications
- Six (6) years of related experience, education/training, OR a Bachelor’s degree in related area plus two years of related experience/training.
- Working knowledge of finance policies, practices, and systems.
- Ability to gather reasonably retrievable information to organize, and perform basic financial analysis assignments.
- Demonstrated ability to effectively present information verbally and in writing clearly and concisely.
- Demonstrated ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports.
- Demonstrated interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills; and attention to detail. Demonstrated ability using organizational skills to multi-task in a high volume environment.
- Ability to adapt to changing priorities.
- Ability to function as a member of a team.
- Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources.
- Ability to independently interpret, analyze, and implement appropriate policies in a given situation.
- Demonstrated experience in budget preparation using automated spreadsheet systems.
- Demonstrated ability to work in pressure situations to meet deadlines and accommodate interruptions.
- Proven ability to analyze financial issues, recognize potential impact, identify creative and alternative solutions; make and implement recommendations. Demonstrated problem-solving and negotiation skills with ability to exercise discretion.
- Knowledge of University policies and procedures regarding purchasing, returned goods, travel, disbursement, inventory, and ability to work collaboratively with contacts involved in these processes.
- Demonstrated experience with UCSD Personnel Payroll System (PPS) policies and procedures.
- Demonstrated experience in developing, producing and completing complex reports for various funding agencies; projecting multi-year expenditures and outcomes as they relate to individual projects, and the department as a whole; experience applying programmatic knowledge to coordinate financial aspects of award administration.
- Demonstrated experience with UCSD on-line and web based accounting systems (IFIS, FinancialLink, etc.).
