TALENT ACQUISITION SPECIALIST (Level DOE) at Basin Electric Power Cooperative

POSITION PURPOSE

  • This position is open to varying levels of experience.

This position independently manages full cycle recruitment activies for all Basin Electric facilities, in accordance with Cooperative policies and procedures. This posiion develops sourcing strategies, ensures a positive candidate experience and contributes to process improvements, in compliance with federal and state labor laws.

Essential Duties

  • Lead full-cycle recruitment efforts from job posting through onboarding across the Cooperative.
  • Maintain accurate data and records in the applicant tracking system (ATS).
  • Provide timely and responsive communication and support to candidates and hiring managers.
  • Prepare job offer calculations, conduct internal equity reviews and generate offer letters in alignment with compensation guidelines.
  • Manage all pre-employment contingencies, including medical requirements, reference checks, and background screenings, ensuring compliance with company policies and regulatory standards, while supporting onboarding processes to deliver a seamless and positive new hire experience.
  • Process applicant reimbursements, including expenses and relocation, in alignment with established guidelines.
  • Develop and execute sourcing strategies to attract qualified and diverse candidates.
  • Participate in and leads recruitment events, including career fairs, classroom presentations and community outreach events.
  • Support the preparation of recruitment reports and metrics for analysis and process improvement.
  • Ensure full compliance with company policies, federal and state labor laws, and Equal Employment Opportunity (EEO) standards, promoting fair and consistent practices across all talent acquisition activities.
  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in business, human resources, or related field; and 3 years’ experience; or
  • Associate’s degree in business, human resources, or related field; and 5 years’ experience; or
  • High School Diploma or equivalent and 7 years’ talent acquisition experience.
  • Valid driver’s license.
  • Travel is required for recruiting and outreach events.

Preferred Qualifications

  • Two years of related talent acquisition experience.
  • Experience using SuccessFactors or similar ATS platform.

PHYSICAL AND ENVIRONMENTAL DEMANDS

Requires frequent sitting, standing/walking; occasional reaching, bending, kneeling, lifting/carrying up to 10 lbs., pushing/pulling up to 20 lbs. Requires dexterity, coordination, hearing, vision, and verbal skills.

  • General knowledge of HR, EEO, and labor laws.
  • Strong interpersonal, communication, presentation and public speaking skills.
  • Strong analytical and reporting skills with the ability to manage multiple priorities effectively.
