The City of Plano is seeking a highly motivated Accountant with strong analytical skills to join our office team.

The successful candidate may be offered a position in either the Accountant I or the Accountant II classification. The range for the Accountant I is $29.18 - $36.48 per hour; 0and Accountant II is $30.64 – $38.30per hour.

Accountant I (The Accountant II job description is listed below.)

Summary of Duties: Under basic supervision, the Accountant I is responsible for the timely and accurate preparation of financial statements, relevant tax filings, and reconciliation and documentation of bank related activities. Reviews and maintains records of departmental revenues and expenditures.

Distinguishing Characteristics: This is the entry-level classification in the Accountant series. The incumbent follows routine procedures and guidelines in the application of prescribed duties and works under close supervision with work frequently reviewed by a superior. This classification is distinguished from the Accountant II in that the latter performs more complex technical duties requiring a higher level of knowledge and skill.

Examples Of ESSENTIAL JOB FUNCTIONS

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Participates in the processing and recording of various revenue, encumbrance, expenditure, expense, asset, liability, and equity transactions in accordance with GAAP and City policy.
  • Reviews accounting procedures to identify inefficiencies or inadequacies and makes recommendations for improvements.
  • Provides accounting expertise to the various departments on matters of financial reporting and procedural matters, as required.
  • Prepares audit work papers and adjustments for the annual audit.
  • Ensures proper reconciliation and substantiation of account balances.
  • Reconciles and ensures accurate reporting of investments.
  • Prepares and submits 1099s to vendors and the Internal Revenue Service.
  • Assists with additional departmental projects as required.
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: The incumbent must be able to prioritize work and utilize analytical skills for analysis and review of departmental revenues, expenditures, and procedures.

Minimum Qualifications:

Knowledge of: GAAP and must incorporate governmental accounting principles into that knowledge to be effective.

Skill in: Communicating effectively both verbally and in writing; report writing, utilizing accounting software and standard office software including spreadsheets, word processing, and electronic mail.

Education: Bachelor’s degree in Accounting, Finance, or related field.

Experience: One year of general accounting experience. Insurance reporting experience is preferred.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: None.

Conditions of Employment: Must pass a drug test, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Accountant II

Summary of Duties: Under general supervision, the Accountant II is responsible for providing information regarding accounting practices, policies and procedures, and participating in the accounting activities.

Distinguishing Characteristics: This is the journey-level classification in the Accountant series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request. This class is distinguished from Accountant, Senior in that the latter is a higher-level class in the series that performs more complex technical, investigative, and supervisory duties requiring a higher level of knowledge and skill.

  • Designs, develops, and participates in the preparation and completion of complex accounting reports.
  • Prepares audit work papers and adjustments and drafts financial statements for the annual audit, including the single audit.
  • Ensures proper reconciliation and substantiation of account balances.
  • Develops and publishes statistical information and monthly reports.
  • Reconciles grants, invoices, and governmental transactions to the general ledger and program administration reports.
  • Prepares periodic reports for grants, sales tax, fuel tax, municipal court fees, and seized property.
  • Provides extensive account analysis to assist the budget department with projections based on past and present trends.
  • Works closely with departments to identify and resolve accounting issues.
  • Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions: Incumbent must analyze and evaluate major programs, policies, services and facilities in order to establish proper accounting controls, apply GAAP and develop recommendations for improvement. Incumbent must be able to prioritize work and utilize analytical skills for analysis and review of departmental revenues, expenditures and procedures. Incumbent may be responsible for establishing performance measures for subordinates and evaluate employee performance against those standards or measures.

Minimum Qualifications:

Knowledge of: GAAP; governmental accounting principles; Federal grants and grant requirements.

Skill in: Communicating effectively bother verbally and in writing; preparing reports; utilizing accounting software and standard office software including spreadsheets, word processing, and electronic mail; conducting financial analysis and research.

Education: Bachelor’s degree in Accounting, Finance, or related field.

Experience: Three (3) years of general accounting experience.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: None.

Conditions of Employment: Must pass a drug test, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment ; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone . Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds .

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
