Your Specific Responsibilities

This is a professional position in the Division's Performance Management (PM) Unit. The incumbent will provide guidance to management within the division and bureaus on personnel matters. The employee must honor and protect confidential information. Maintain a broad knowledge of personnel and human resource laws, policies and procedures and the various operational and programmatic functions and activities. The incumbent knows the importance of not sharing information with individuals outside the liaison, the exception being incumbent supervisor, division administrator and division director. All communications are to include incumbent supervisor to ensure liaison perform is in the best interest of the division.

Generate recruitment tickets in FLHealthDesk after verifying the necessary documents are accurate. and attached in the Cherwell system at the specified stage. Assist supervisors with requisitions by reviewing, modifying, and submitting requisitions in People First Talent Management. Ensure applications/resumes are reviewed, screened and scored by utilizing the applicant ranking grid. Coordinate screenings for pre-employment, and Five Year Rescreen of employees. Ensure consent forms are attached to Recruitment ticket. Create various FLHealthDesk tickets after ensuring required documents are correct and uploaded in the Cherwell system at the step indicated in the system. Utilize E-Verify system on new hire within three (3) days of start date as well as all new hire documentation. Review and amend position descriptions composed by supervisors to ensure proper classification, broadband, pay plan and duties are within the DMS allocation factor. Track program tickets in the FLHealthDesk System to ensure there are no delays, tickets are to be moved within two (2) days of each step before reaching department HR staff. Amend Division Tables of Organizations as reclassification or reorganization packages are processed. Contact supervisors at verbal offer and offer letter for signature and start date. Ensure current version of position descriptions (PDs) are updated to meet Department requirements.

Maintain and update spreadsheet from the Bureau of Communicable Diseases and Director’s Office as assignments are received and tickets move through the Cherwell system. Research stagnant assignments to inform supervisor of the status of tickets and/or requests. Assignments are to be started within three (3) days of receiving all required documents. Documents are to be reviewed for completeness and accuracy prior to uploading into FLHealthDesk Cherwell system. This also includes the offer letter of employment. Incumbent will have no more than two (2) returned or missing documents per month from the FLHealthDesk system.

Provide technical assistance to supervisors regarding People First and FLHealthDesk Systems. Complete required department related training and maintains knowledge of State, Department, and Division personnel and human resources laws, rules, regulations, policies, and procedures. Assist newly hired employees with orientation, People First and FLHealthDesk HR Systems as needed.

Assist supervisors and staff with sick leave donations by sending out emails for donation request, and outside employment. Provide department HR contact information for Family Medical Leave Act and the Family Supported Work Program. Participate in the Bureau of P&HRM conference calls to obtain information concerning personnel changes (laws, policies, procedures, and systems). Participate in the Division’s HR Team Meeting scheduled.

Assist staff with preparing Qualified Status Changes related to the Pre-tax insurance program, reclassifications,

demotions, etc. In concert with the Bureau of P&HRM prepares necessary paperwork and provides guidance as needed.

Perform other duties as assigned.

Required Knowledge, Skills, And Abilities

Honor and maintain confidential employee medical and other personnel-related records.
