General Description

The purpose of this class within the organization is to manage recreation programming and facilities in the City of Rock Hill.

This class works under general supervision according to some procedures but decides how or when to complete tasks.

Duties And Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions or change functions.

Essential Job Functions

  • Coordinates and facilitates programs, clinics, and special events at Rock Hill Parks, Recreation & Tourism facilities.
  • Provides orientation, training, and supervision of year-round and seasonal programming staff.
  • Conducts supervisory staff meetings
  • Coordinates volunteers and advisory committee members related to programs and special events.
  • Assists in developing programming, partnerships, special events, and community outreach opportunities.
  • Manages operations of programs as it pertains to planning, coordination, scheduling, customer service, safety, as well post-program evaluations, and financial reports.
  • Works with staff members to coordinate program offerings, emails, and other means of communication.
  • Coordinates facility use and availability.
  • Assists with developing relationships with schools, clubs, organizations, and event rights holders.
  • Provides assistance and support to concessions, admissions, weekend call schedules, and special events.
  • Assists in hosting regional, national, and international events.
  • Makes recommendations on equipment needs, facility improvements, and maintenance.
  • Supervises oversight of facilities and programs of assigned facilities during the absence of supervisor; receives and responds to inquiries, concerns, and complaints.
  • Maintains security, maintenance, trash pickup, and any facility issues.
  • Manages opening and closing of facilities.
  • Compiles daily, weekly, monthly, and annual membership, usage, and financial reports.
  • Provides staff support to various committees, commissions, and other groups as required.
  • Participates in cross-training opportunities.
  • Performs all other duties as may be assigned to meet organizational needs.

Knowledge, Skills, And Abilities

  • Thorough knowledge as it relates to areas of programming, event planning, marketing, community relations, and administration.
  • Knowledge of the principles of supervision, organization, and administration.
  • Knowledge of modern office practices and technology; knowledge of proper English usage, vocabulary, spelling, and basic mathematics.
  • Ability to work nights and weekends.
  • Ability to assign, direct, and supervise the work of subordinate recreation personnel.
  • Ability to assist with custodial duties, athletic field/program preparations, and maintenance needs.
  • Ability to react calmly and quickly in emergencies.
  • Ability to prepare required reports accurately and promptly.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Minimum Education And Experience Requirements

Requires a Bachelor's Degree in business, sports, and recreation or a related field.

Requires a minimum of one to two years of responsible recreation programming and instruction experience, facilities management, or closely related experience.

The equivalent combination of education, training, and related work experience may be considered.

Special Certifications And Licenses

Valid Driver’s License

Ability to receive certification in First Aid/CPR/AED within six months of employment.
