Duties Description
The incumbent will perform tasks related to the review of project proposals, receipt and processing of permit applications, and management and tracking functions related to permit applications for a variety of DEC environmental programs in the Region 4 office.
Specific tasks will include initial evaluations of environmental impacts of proposed actions; performing mapped-based and field-based interdisciplinary environmental and regulatory project reviews; utilizing computer programs to manage, track and coordinate permit processing activities; coordinating interaction with multiple government agencies, consultants, DEC program staff, and the public regarding permitting procedures; assisting in jurisdictional evaluation and project management on a broad range of proposals; making determinations regarding permit jurisdictions, preparing Lead Agency responses in accordance with the State Environmental Quality Review Act (SEQR), and other correspondence; assisting in the timely review of permit applications per the Uniform Procedures Act (UPA); preparing draft permits, assisting in emergency storm response activities; ensuring appropriate coordination of project review with all federal, state and local agencies having jurisdiction on a project; and ensuring appropriate opportunities for public comment on the proposal, as necessary.
This position is located in the Region 4 office in Schenectady with project management territories located throughout the DEC Region 4 area. The Region 4 area includes Delaware, Otsego, Montgomery, Schoharie, Albany, Schenectady, Greene, Rensselaer and Columbia counties. Occasional evening meetings and travel may be required. When necessary, the incumbent must be able to drive a state vehicle to attend site visits and multiagency meetings, and to evaluate environmental concerns.

Must have excellent written and verbal communication skills. Must be able to balance conflicting priorities that arise under a full workload. Must be able to clearly explain environmental regulations and permit jurisdictions to applicants, other DEC staff, regulatory agencies, and the public. Must be proficient in Microsoft programs, ArcGIS, and virtual meeting platforms in order to prepare maps and reports, manage data, track activities and schedule meetings.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Trainee 1
Four years or experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Trainee 2
