The Marlin Alliance, Inc. is seeking an Exercise Assessments Lead to join our providing direct support to the Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I). In this comprehensive role, you will be responsible for maintaining current architectural data for the PEO C4I Systems Portfolio, coordinating with program technical leads, and leading data collection and flow between systems and tools. You will run Technical Exchange Meetings (TEMs), and develop/maintain data storage location and process at all classification levels for exercise data.
The Exercise Assessments Lead will assist in evaluating and improving the government's exercise assessment processes through adoption of industry best practices, improved data collection and analysis methodologies, and development of comprehensive reporting frameworks. The lead will coordinate and facilitate engagements, manage action plans, draft recommendations, and prepare briefing support at both the working level and with senior leadership.
The lead will assist in tracking and reviewing higher headquarters documents, draft guidance and data calls, coordinate responses with program office technical expertise and provide recommendations to inform a response. The lead will maintain a current and accurate tracking system for assessment data across the portfolio.

- US Citizenship is required
- No Dual Citizenship
- Active Secret clearance required; TS SCI clearance highly preferred
- 5+ years of experience with military or government exercise assessment and analysis within the C4I domain
- 5+ years of experience with DoD assessment databases including JLLIS (Joint Lessons Learned Information System) and DRRS
- 7+ years of experience in Naval/Joint systems assessment, capabilities-based assessment (CBA), or operational test and evaluation (OT&E)
- 10+ years of experience engineering/ science management, or operations
- Experience with NAVAIR/NAVSEA/SPAWAR assessment frameworks
- Clearance Requirement: US DoD SECRET with eligibility for TS/SCI
- Bachelor's degree in Operations Research, Science, Technology, Engineering, or Mathematics and 5+ years of experience in exercise assessment
- Experience with tabletop exercise development and execution
- Experience with after-action report development and analysis
- Experience with technical writing and executive-level briefings
- Experience with Naval Warfare Systems Command (NAVWAR) and PEO C4I systems architectures
- Experience with Joint/Fleet Exercise planning and execution (RIMPAC, COMPTUEX, LSE, PACIFIC BLITZ, etc.)
- Experience with Defense Acquisition System processes (DoD 5000 series)
- Proficiency with JCIDS (Joint Capabilities Integration and Development System)
- Experience with Naval Warfare Development Command (NWDC) Fleet experimentation
- Familiarity with Military Standard (MIL-STD) documentation requirements
