Position Overview

The Organizational Development Quality Engineer is responsible for ensuring ongoing compliance with all applicable FAA, EASA, DGCA, ANAC, AFAC, and CAA Part 145 regulations and operational procedures through the application of quality engineering principles and organizational development strategies. This role focuses on optimizing human processes, developing robust training programs, fostering a continuous improvement culture, and leveraging data analysis to prevent defects and enhance overall operational efficiency and safety.

Essential Functions And Responsibilities

Regulatory Compliance & Auditing:

  • Serve as a key point of contact for internal, customer, FAA, EASA, DGCA, ANAC, AFAC, and CAA auditors, coordinating audits and ensuring all findings are addressed with effective corrective actions.
  • Maintain and update the Repair Station Manual (RSM), Quality Control Manual (QCM), and associated procedures to reflect current regulatory requirements and best practices.

Process Improvement & Quality Assurance

  • Lead Root Cause Corrective Action (CAPA) investigations for quality issues, using structured problem-solving methodologies (e.g., 8D, 5 Whys, Fishbone diagrams) to identify systemic issues beyond simple technical faults.
  • Apply Lean and Six Sigma principles to streamline maintenance, repair, and overhaul (MRO) processes, reducing rework and improving overall efficiency.
  • Analyze quality data and Key Performance Indicators (KPIs) to identify trends, measure the effectiveness of the Quality Management System (QMS), and recommend data-driven improvements.

Organizational Development & Training

  • Manage comprehensive training programs for all personnel (mechanics, inspectors, and support staff) to ensure competency and compliance with FAA, EASA, DGCA, ANAC, AFAC, and CAA requirements.
  • Conduct “needs assessments” to identify gaps in knowledge, skills, and procedures, developing targeted interventions to address them.
  • Promote a strong “culture of quality and safety” and continuous improvement throughout the organization, fostering employee awareness and engagement in quality initiatives.
  • Facilitate cross-functional collaboration between departments (e.g., Production, Engineering, Supply Chain, Inspection) to ensure seamless workflow and alignment on quality objectives.

Documentation & Systems

  • Manage documentation control procedures for all critical QMS documents and records, ensuring proper storage, retention, and accessibility.
  • Support the implementation and maintenance of quality management software/ERP systems to improve data tracking and analysis capabilities.

Qualifications

Experience:

  • Minimum of 5 years of experience in a Quality Assurance or Quality Engineering role with an emphasis on data driven actions
  • Strong working knowledge of FAA regulations
  • Experience with AS91XX Quality Management Systems applied
  • Prior experience in training development, organizational change management, or human factors programs preferred.

Licenses/Certifications

  • ASQ Certified Quality Engineer (CQE) or Six Sigma certification (Green or Black Belt) preferred.
  • Formal accreditation as an ISO/AS9100 Lead Auditor a significant asset.

Skills

  • Exceptional analytical and problem-solving abilities, capable of using statistical tools
  • Superior interpersonal and communication skills, with the ability to influence and lead cross-functional teams.
  • Strong technical writing skills for creating manuals, reports, and procedures.
  • Detail-oriented approach to ensure precise documentation and compliance.
