Instructional Staffing Manager at Memphis-Shelby County Schools

Plays an integral role in achieving the mission and goals of Memphis Shelby County Schools by leading the School-Based Staffing team in developing processes to foster strategic staffing, advising district and school leadership on staffing best practices and strategies, and leading a team to meet ambitious, data-driven staffing goals. This position offers the successful candidate the opportunity to have a profound impact on supporting student achievement by managing and improving how school-based employees are selected, supported, and retained within Memphis Shelby County Schools.

  • Develops and maintains high-level internal client relationships, communicating regularly with Instructional Leadership Coaches (ILCs) and principals regarding their ongoing staffing needs, and ensuring responsive and thoughtful approaches to filling vacancies with high-quality talent.
  • Manages, develops, and monitors, both, team and staff performance goals and metrics, providing regular performance feedback and assessments toward goals.
  • Serves as a member of the HR leadership team, contributing to the strategic direction of the department and the larger organization.
  • Ensures the School-Based Staffing team provides strong day-to-day support for prospective and current employees with inquiries regarding employment issues, focusing on ensuring that all receive helpful, courteous, and responsive customer service addressing their questions, concerns, and needs.
  • Collaborates with HR teams to design an efficient, informative, and comprehensive on-boarding and orientation process that fully introduces and integrates new staff members into the culture at Memphis Shelby County Schools and ensures they have all of the resources they need to get off to a strong start in their new roles.
  • Sets, monitors, and meets ambitious goals that support the early hiring of high quality teachers, principals and support staff, ensuring that all vacancies are filled by the first day of school.
  • Facilitates a rigorous and robust selection process for school leaders and administrators.
  • Collaborates with the Talent Acquisition Manager in the development, integration, and enhancement of an online talent and vacancy management system that supports data-driven personnel decisions.
  • Works cross-functionally with other district departments to oversee key staffing processes, including the voluntary transfer period, staffing adjustments, and yearly site-based budget review.
  • Supervises direct report(s) so as to effectively recruit, train, motivate, delegate, monitor, and evaluate activities, including hiring, firing, and disciplinary decisions. Provides staff with resources needed to successfully perform work.
  • Builds and manages strong working relationships with district staff, specifically Instructional Leadership Coaches, principals, school-based staff, and other stakeholders as needed.
  • Executes the responsibilities according to lawful and ethical standards. Uses personal judgment and initiative to develop effective and constructive solutions to challenges and obstacles.
  • Generates innovative solutions and strategies that allow principals to hire earlier and more effectively and meet needs identified for individual schools.
  • Directs the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides for appropriate research and compiles reports, as needed. Helps the recruitment and staffing team develop long-term plans, calendars, timelines, processes, and systems to ensure effective and early hiring takes place.
  • Navigates district policies around tenure, evaluation, and new hire processing; and counsels principals and support staff on appropriate procedures and documentation.
  • Performs related responsibilities as required or directed.


Bachelor’s degree in a related field required. Five (5) years of Human Resources (or closely related) experience required.

Nine (9) years of Human Resources (or closely related) experience may be considered in lieu of Bachelor’s degree.

PHR or SPHR certification preferred.
