Program Description

The Human Resources (HR) Directorate of Leidos Biomedical Research, Inc. (LBR), located in Frederick, MD, is responsible for developing and administering programs that support the recruitment, compensation, development, and performance assessment of the personnel required by LBR to successfully operate the Frederick National Laboratory for Cancer Research.

Job Description

The Human Resources Business Partner supports employees and managers as they navigate through the employee journey within the organization. The role manages the day-to-day execution of activities of human relation activities, in addition to learning about and assisting in the longer-term focus of the Human Resources directorate, and the organization. By aligning the people strategy with the overall organizational goals, the Human Resources Business Partner can actively influence the culture and employee experience.

Key Roles And Responsibilities

Collaboration

  • Serves as the first point of contact for aligned directorate leadership and directorate employees for operational activities related to human resources.
  • Liaise with aligned directorates to understand the basic needs and challenges of the business area and translate those needs into actionable Human Resources activities and initiatives to achieve business objectives.
  • Serves as confidential resource for employees and leaders to discuss concerns, brainstorm solutions, and navigate basic situations.
  • Acts as subject management expert (SME) to provide guidance and coaching on Human Resources topics to business areas, for more complex topics, may seek further advice from within Human Resources.
  • Works with internal Human Resources colleagues and the aligned directorates on the execution of company-wide annual programs such as performance review, merit increase, and bonus programs to ensure these programs are administered aligned with the organization’s policies and guidance.
  • Partner with Leidos Biomedical Research colleagues finding solutions for operational issues.
  • When necessary, work with Leidos Corporate colleagues on human resources topics for advice and alignment with corporate practices.


Compliance

  • Understand and adhere to published company-wide standard processes.
  • Supports updating Human Resources standard processes for the organization, and contribute to related desk procedures for internal use within Human Resources Business Partners.
  • Works closely with management of aligned internal directorates to implement and execute the company’s policies related to Human Resources.
  • Assist senior management in developing solutions for human resources related issues aimed at providing a beneficial outcome for the employees and the organization.
  • Ensure any disciplinary actions, up to terminations, are fully vetted by required internal stakeholders for approval.
  • Escalate issues within Human Resources which may put an employee, group of employees, or the organization at personal, financial, or legal risk.


Employee Relations

  • With guidance, conduct investigations of reported employee concerns with systematic approach, produce records of the investigations, and maintain appropriate documentation for directorate access on the matter.
  • Consults with employees and managers to address root causes of human resources issues, attempting to resolve employee relations issues with a systematic approach.
  • Prepares managers to navigate through difficult circumstances, such as employee terminations, restructuring of business area, and reduction in force.
  • Coaches both the manager and employee through difficult circumstances as they arise.


Employee Engagement

  • With guidance, coach managers on how to engage employees throughout the employee journey, providing resources and recommending activities, when appropriate.
  • Using available resources, assist directorates in understanding the output of the employee engagement survey and develop action plans to address lower scoring areas to involve and retain talent in the organization.
  • Collaborate with directorate leadership to identify measurable actions that indicate success of employee engagement approach.
  • Contribute to the establishing and tracking human resources metrics related to employee activities.
  • Assist in the development and communication of relevant information from the Human Resources Business Partners to appropriate stakeholders across the enterprise.


Talent Management

  • With guidance, assists in preparation and coach management of aligned directorates for the administration and execution of talent management programs such strategic workforce planning and succession planning.


Project Management

  • Lead short-term projects within the Human Resources directorate using a systematic approach and actively participate in the project team for longer-term and/or more complex projects within the Human Resources directorate.


Basic Qualifications

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Bachelor’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency.
  • In addition to the education requirement, a minimum of five (5) years of related experience in Human Resources is required. Candidates with a Master’s degree in Human Resources or a closely related field and a minimum of three (3) years of client-facing or related work experience may also be considered.
  • Possess an intermediate understanding of the employee life cycle, and related Human Resources systems and processes.
  • Both written and verbal proficiency to effectively communicate with stakeholders.
  • Working knowledge of basic employment law at the federal and state level.
  • Working knowledge of human resources information systems.
  • Must possess basic Microsoft Offices skills.
  • Must be able to obtain and maintain a security clearance.


Preferred Qualifications

Candidates with these desired skills will be given preferential consideration:

  • Credentialed as SHRM-CP, SHRM-SCP, PHR, and/or SPHR.
  • Previous experience with Human Resources metrics and analytics.
  • Intermediate excel skills.

The salary range posted is a full-time equivalent salary and will vary depending on scheduled hours for part time positions
