Seasonal Laborer (Motor Vehicle Operating) at National Park Service

Summary

This position performs laboring duties that require moderately heavy physical effort requiring the use of common hand tools and power equipment involving any or all of the following duties. The incumbent must operate light duty motor vehicles weighing up to 10,000 pounds (such as pick-up trucks, panel trucks, flatbed trucks, etc.) to transport personnel, material, or equipment to work sites over Federal, state, and county roads and city streets in all traffic conditions.

The incumbent will serve as Seasonal Laborer - Motor Vehicle Operating (MVO) with Harry S Truman National Historic Site.

• Operates heavy power equipment such as lawn mowers, chain saws, brush cutters, brush chippers, portable snow blowers, and all types of hand and light power tools (such as shovels, digging bars, rakes, lawn edging equipment, electric drills etc.), to maintain buildings, grounds, etc. etc.
• Loads and unloads supplies and materials from trucks, trailers, dollies, etc. Moves furniture, removes and rakes and waters lawns, trims trees and shrubbery, picks up litter, and cleans.
• Operates vehicles over Federal, state, and city streets in all traffic conditions.
• Assist carpenter with basic duties
• Assists custodial workers with transporting supplies to and from each location
• Pick up trash and verify that Port-a-Potty at Farm home has necessary supplies.
• Assists with making sure all park owned vehicles are ready to be driven and performs basic preventive maintenance checks for each vehicle
• Identifies the need for supplies related to winter operations such as ice-melt, snow shovels, and maintains snow blowers in working conditions
• Clears snow utilizing snow equipment, snow shovels, etc., spreads ice-melt on sidewalks, porches, stairs, and clears debris within park areas
• Can operate small cutting equipment and understands how to use a chipper to remove limbs from locations during winter season
• Prior to inclement weather prepares surfaces as best as possible and once inclement weather has past can clear snow and ice for the safety of visitors and employees

This position is located at Harry S Truman National Historic Site, headquartered at Independence, Missouri. Harry S Truman NHS was established by public Law 98-32 (May 23, 1983) which authorized the National Park Service to acquire the Truman Home in Independence, Missouri and to establish the National Historic Site. Subsequent legislation added four buildings to the site in Independence and five additional buildings and five acres in Grandview, 20 miles away. Harry S Truman NHS was opened to the public on May 15, 1984 and established to preserve and interpret the former home of Harry S Truman the 33rd President of the Unites States and four other family related structures, for the inspiration and benefit of present and future generations. Harry S Truman NHS is located within the city limits of Independence, Missouri, 12 miles east of Kansas City and Grandview, Missouri, 20 miles south of Independence. Both are adjacent to metropolitan Kansas City, Missouri. All park sites lie within easy access of interstate 70 and 435 and 71 Highway. Combined federal acreage for the Independence and Grandview units are 11.5 acres. Major shopping facilities, transportation, and hospitals are within a ten-mile radius. Climate is temperate, ranging from an average of 95 degrees plus in the summer to an average of 35 degrees in the winter. SCREEN OUTS

MINIMUM QUALIFICATIONS: Performed the most difficult and complex laborer tasks including ability to operate trucks and trailers weighing up to one ton; properly loading and unloading various supplies and equipment; to perform work providing laboring assistance to others in the maintenance of buildings, grounds, roads, and trails; operate power equipment such as lawnmowers, snow blowers, and string trimmers; and safely use a variety of hand tools such as shovels, rakes, hammers, saws, pulaskis, rock bars, etc. Able to safely operate these vehicles/equipment in all types of traffic and weather conditions. I utilize most hand and power tools associated with these tasks including light hand and power and cleaning custodial tools, lawn mowers, snow blowers, and leaf blowers . I have experience performing operator maintenance on all vehicles/equipment operated (e.g. monitoring fluid levels, checking tire pressure and blade replacement/sharpening). I perform these duties as an expert with a high degree of independence. My supervisor assigned work orally, through work orders, or with written specifications. Physical Demands: The work performed requires the exertion of moderate to very heavy physical effort. The work involves lifting and moving objects over 50 pounds, and in some cases, carrying 80 to 100 pounds (or more) with assistance.

Working Conditions: Outside work is usually performed under all kinds of weather conditions. Indoor work is often accomplished in office buildings or in well-lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops. Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts and scrapes. Work requires the employee to follow proper safety procedures and use standard safety equipment such as gloves, ear protectors, safety glasses, and steel-toe shoes to avoid possible hazards in the work area.
