Under the direction of the Director of Engineering, the Facilities Division Manager leads a dedicated team responsible for maintaining City facilities as safe, functional, and welcoming as possible. This role plays a key part in shaping the environments where employees and residents work, visit, and connect. From coordinating renovation and repair projects to guiding custodial and maintenance partners and setting priorities for daily operations, the Facilities Division Manager ensures that every project is completed with excellence and that City standards are upheld at every step.

The target annual range for this position is $103,000 - $155,000.

Under administrative direction, the Facilities Division Manager plans, directs, and oversees all activities within the Facilities Services Division, including facility maintenance, maintenance-related construction projects, remodels, and custodial services. This position provides strategic leadership to ensure City facilities are well maintained, safe, efficient, and operationally reliable while delivering high-quality service to internal departments and the community

Examples Of ESSENTIAL JOB FUNCTIONS

  • Manages daily operations of the Facilities Division, including supervision of assigned staff; plans, coordinates, and evaluates work activities; establishes and maintains performance and customer service standards; provides training, counseling, and performance evaluations.
  • Conducts regular meetings with staff to review schedules, budgets, project progress, workload, and problem resolution.
  • Ensures safe work practices for all employees and division activities.
  • Oversees facility maintenance, repairs, and maintenance-related construction and renovation projects; provides input facility improvements projects.
  • Prepares and manages the division’s annual budget; monitors expenditures, recommends purchases, and presents budget adjustments as needed.
  • Develops technical specifications and provides guidance on materials, equipment, and contractor-provided services.
  • Establishes and maintains preventive maintenance programs for facilities, assets, and equipment.
  • Manages service contracts related to building repair, maintenance, and facility improvement work.
  • Participates in the preparation and evaluation of bid, RFP, and RFQ documents related to maintenance and repair services.
  • Represents the Facilities Division in coordination with other City departments, elected officials, outside agencies, and the public.
  • Inspects City facilities to identify maintenance needs and ensure compliance with codes, safety standards.
  • Responds to and resolves complaints from employees, building occupants, and citizens.
  • Ensures timely completion and documentation of work orders, records, and reports.
  • Assists with workload coverage and may perform hands-on support during peak activity periods.
  • Must be available for on-call duty, nights, and weekends as required.
  • Regular and consistent on-site attendance during the assigned schedule is essential.

Marginal Duties

  • Performs other duties as assigned.

Typical Decisions: The incumbent makes key decisions regarding the allocation of resources and budgets for facility maintenance and repair projects. Determines priorities and scheduling for maintenance, renovation, and improvement activities to ensure facilities remain safe, functional, and compliant with applicable standards.

Minimum Qualifications

Knowledge of: Principles and practices of management and administration within a municipal facilities division, including building maintenance, custodial operations, and maintenance-related construction. Planning, design, and execution of renovation and repair projects. Budget development, fiscal management, and resource allocation. Windows-based applications used in Facilities Management. Reading and interpreting engineering drawings, specifications, and codes, along with a solid understanding of state and local construction and safety standards.

Skill in: Clear and effective verbal and written communication, with the ability to convey technical and operational information across all levels of the organization. Leadership, supervision, and staff development that promote accountability and teamwork. Problem solving and conflict resolution involving multiple stakeholders. Building and maintaining productive working relationships with staff, contractors, and partner departments to support safe, reliable, and high-quality operations.

Education: Bachelor’s degree in construction management, Engineering, Government, or related field

Experience : Five (5) years of facility or construction management experience including three (3) years of increasingly responsible supervisory experience; or equivalent combination of education and experience.

  • Master Electrician’s, Master Plumbing License or HVAC Contractors license preferred.
  • International Facilities Management Association (IFMA) Facilities Management Professional or Certified Facilities Manager certification or equivalent preferred.

Licenses and Certifications: Texas Class C driver’s license (must obtain within 30 days of hire per state law).

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is an office and field classification. May be subject to exposure to extreme weather conditions, hazardous chemicals, fumes, toxic waste, unsafe and unhealthy building conditions, and rough or unstable terrain. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects .
