GENERAL PURPOSE OF THE SENIOR ACCOUNTANT
This position maintains various accounts, general ledgers, and financial records, provides budgetary forecasts, reports, and modifications, and performs professional accounting duties involving the reporting of financial transactions and maintenance of financial records for city operations, programs, and services. Receives directions from the Finance Director.
Essential Job Functions
- Perform professional accounting activities; maintain various accounts and general ledgers, and perform reconciliations as required.
- Prepare monthly fiscal reports and special reports relating to the progress of assigned accounts.
- Analyze revenues and expenditures.
- When assigned, administer and reconcile grant accounts; monitor grant budgets and expenditures for compliance with funding terms; prepare or assist with financial reports and reimbursement requests; and coordinate with departments to ensure adherence to grant requirements.
- Recommend amendments to the budget as appropriate; prepare final cost estimates for the annual budget.
- Participate in the compilation and preparation of the city's annual budget.
- Prepare cash flow and expenditure projects; provide personnel costs from salary projections.
- Assist in the preparation of salary projections for permanent employees; add benefit costs of overtime and temporary wages.
- Provide costs to the Finance Director for budget preparation.
- Assist in the preparation of the city's Annual Comprehensive Financial Report (ACFR).
- Prepare annual financial reports for city departments; prepare statistical financial reports.
- Enter updated information into the database to maintain accurate financial records; prepare financial reports from data files.
- Be able to assist with the preparation of quarterly reports, including federal and state payroll tax reports and unemployment reports.
- Receive and enter monthly journal entries from various departments; set up new accounts in the computer database.
- Coordinate the collection and refinement of the city budget; input data and produce various budget-related forecasts and reports.
- Serve as a financial resource to the City Council and various city departments; provide information regarding a variety of accounts, revenues, and expenditures.
- Assist departments in the proper classification of revenues and expenditures.
- Assist with the development of computer-generated reports and information; develop testing procedures and criteria to test the accuracy of the information generated; troubleshoot program problems.
- Maintain and reconcile a variety of ledgers, reports, and account records; examine and correct accounting transactions to ensure accuracy.
- Provide technical assistance and training to city staff in matters related to financial accounting and budget administration.
- Monitor and balance various accounts, verifying availability of funds and classification of expenditures; research and analyze transactions to resolve problems.
- Recommend and implement changes in accounting and auditing systems and procedures.
- Prepare and post journal entries to record revenues, transfers, payments, and correct expenditures.
- Participate in safety and risk management activities; take action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with coworkers and supervisors. Additionally, employees are expected to communicate in person with the public during office hours and utilize on-site equipment.
- Perform other related duties as required/assigned.
- At least two years of increasingly responsible professional accounting experience, preferably in a government or fund-based accounting setting.
- A Bachelor's Degree in Accounting or a related field.
- An equivalent combination of the above-stated work experience and education is acceptable.
- Possession of, or ability to obtain, an appropriate, valid Utah driver's license.
- Employees will be required to complete NIMS IS100 and IS700 within 6 months of hire.
