Planning & Development Deputy Airport Director at John Wayne Airport
The County of Orange is seeking a Planning & Development Deputy Airport Director for John Wayne Airport. Reporting to the Airport Director, this executive will lead the newly restructured Planning and Development Division, advancing a $700 million Capital Improvement Program (CIP) that shapes the airport’s future. The Deputy Airport Director will oversee up to 28 staff and guide high-impact initiatives that strengthen airside, landside, and terminal operations while ensuring alignment with the Airport Layout Plan and long-term master planning goals.
This leader will direct strategic capital planning, engineering, design, environmental compliance, land use planning and construction functions. Major projects include a runway and taxiway reconstruction, central utility plant and electrical system upgrades, terminal facility accessibility improvements, vertical conveyance replacement, baggage handling system replacement, and stormwater treatment improvements. The Deputy Airport Director will collaborate with County departments, regulatory agencies, and community stakeholders to ensure projects are delivered safely, efficiently, and in compliance with FAA, CEQA, NEPA, and TSA standards.
Key responsibilities include:
- Oversee development and execution of the airport’s Capital Improvement Program and related planning and environmental initiatives.
- Manage project budgets, contracts, and compliance with technical and environmental regulations.
- Direct preparation of RFPs, bid specifications, and negotiations with consultants and contractors.
- Advise leadership on project performance, funding strategies, and policy development.
- Represent the airport before commissions, elected officials, and community groups.
Position Qualifications
- Bachelor’s degree in engineering, planning, architecture, construction management, or related field; master’s preferred.
- Seven (7) years of experience in capital infrastructure management, including five (5) in leadership and five (5) within aviation.
- Possession of a Professional Engineer (PE), Project Management Professional (PMP), Certified Construction Manager (CCM), or Architect license would be a preferred, but not essential.
- Deep knowledge of FAA grant programs, environmental regulations, and capital project best practices.
Salary & Benefits
The annual salary range for the incoming Planning & Development Deputy Airport Director is $154,782 - $214,302; placement within this range is dependent upon qualifications and internal parity. Relocation assistance is available.
