JOB DESCRIPTION — Workforce Consultant
Position Title: Workforce Consultant
Location: Remote + Occasional Onsite (Aurora, Colorado)
Employment Type: Full-time / Contract
Reports To: Project Manager / Workforce Strategy Lead
This role requires strong expertise in workforce development, higher education strategy, skills-based pathways, and employer engagement.
1. Key Responsibilities
A. Discovery & Research
Conduct assessments of current workforce programs, noncredit training, work-based learning, and career readiness services.
Review organizational structures, workflows, staffing models, and decision-making processes.
Lead listening sessions, interviews, and focus groups with faculty, staff, students, employers, and community partners.
Analyze labor market trends, occupational demand, and regional workforce needs.
B. Strategic Framework Development
Co-develop a multi-year workforce strategy aligned to institutional priorities.
Recommend models for credit/noncredit integration, stackable credentials, skills-based learning, and work-based learning pathways.
Support the creation of curriculum pathways informed by employer demand.
Provide recommendations for improving student career outcomes, employer alignment, and internal efficiency.
C. Employer & Community Engagement
Assess existing employer relationships and identify opportunities for deeper collaboration.
Design partnership frameworks including tiered engagement models, advisory committees, and communication plans.
Provide tools and templates for partnership agreements, implementation, and coordination.
D. Organizational Design & Capacity Building
Evaluate institutional capabilities and propose staffing models, roles, and functional responsibilities.
Recommend governance structures that support cross-department coordination and decision-making.
Identify areas requiring skill development, training, or change management support.
E. Performance Measurement & Evaluation
Define Key Performance Indicators (KPIs) for program success, including job placements, wage outcomes, credential attainment, and employer satisfaction.
Create models for data collection, program evaluation, and continuous improvement.
Work with Institutional Research teams to support data-driven decision-making.
F. Reporting & Deliverables
Prepare written reports, strategic plans, frameworks, and recommendations.
Present findings and proposals to executive leadership, faculty, and stakeholders.
Produce final reports in Word, PowerPoint, and PDF as required.
2. Required Qualifications
Bachelor’s degree in Education, Workforce Development, Public Policy, Business Administration, or related field.
Minimum 5 years of experience in workforce development, higher education planning, employer engagement, or related consulting.
Strong knowledge of workforce ecosystems, employer partnerships, and skills-based education models.
Experience with labor market analysis, qualitative research, and stakeholder facilitation.
Ability to translate research and analysis into strategic recommendations.
3. Preferred Qualifications
Experience working with community colleges, workforce boards, or state workforce agencies.
Understanding of noncredit/continuing education programs, credentialing, and stackable pathways.
Familiarity with CRM, LMS, LXP, and workforce technology platforms.
Experience designing strategies for equity, access, and student success.
