Job Summary

This position will perform project planning, produce designs, manage designs, manage construction, and provide construction administration for minor construction projects, and non-recurring maintenance projects, including all areas and aspects (architectural, electrical, mechanical, civil, structural, etc.) at the Oyate Health Center and other Great Plains Tribal Leaders' Health Board (GPTLHB) properties.

Essential Functions

  • Communicate with stakeholders to determine project requirements and objectives.
  • Develop project plans to include information such as objectives, funding, schedules and staff.
  • Identify, review, and select vendors or consultants to meet project needs.
  • Monitor project costs to stay within budget.
  • Monitor project milestones and deliverables.
  • Propose, review, and approve modifications to project plans.
  • Produce and distribute project documents.
  • Coordinate work schedules with various departments so that work is completed with minimum disruption to clinic operations.
  • Assigns work order priorities based on degree of need, and availability of resources.
  • Reviews work orders for accuracy and completion (action take, time required, worker identification, etc.)
  • Revises assignments to accommodate changes in priority.
  • Inspects work in process, and/or completion for progress and quality.
  • Discusses progress or quality discrepancies with specific team members to achieve desired results.
  • Trains employees for proper operation of all new equipment.
  • Participates in periodic in-service training sessions.
  • Recommends other training to supervisor.
  • Promotes a working team relationship among facilities staff and other departments.
  • Assigns Preventative Maintenance (PM) work orders on a weekly basis.
  • Ensures completed PM work orders are accurate and required repairs and preventative maintenance measures are performed in accordance with the PM master schedule.
  • Provides information and assistance to the supervisor in development, preparation, and revision of OHC's preventatative maintenance and repair program.
  • Assist with inspection of work performed by contractors.
  • Maintain the maser schedule and monitor program compliance with NFPA, FGI and other regulations.
  • Monitors building automation systems for proper operation.
  • Tracks and records facility energy usage.
  • Ensure full documentation of work projects, files, and associated documents.
  • Develops scope of work, project summary documents, project budget estimates, request for bids.
  • Supervises the receipt, storage, distribution and inventory of purchased equipment, materials and supplies.
  • Assures the clean, safe and efficient storage of tools and appearance of the work area.
  • Ensure proper operation and repairs of the HVAC Fire Alarm, Fire Sprinkler, Generator, and Medical Gas systems.
  • Assists with maintenance, repairs, and troubleshooting on a limited basis.

Performs other duties as assigned by supervisor

Requirements

  • Participates in Core Connections training and applies GPTLHB Core Connections concepts and practices in their work.
  • Familiarity and/or experience working with American Indian populations and respect for and knowledge of traditional, cultural, and spiritual practices of diverse American Indian communities, as well as an ability to work with other culturally and ethnically diverse populations.
  • Proficiency with computer programs (Word, Excel, PowerPoint) and other Internet technologies.
  • Valid driver’s license must be kept current, and certificates, credentials or licenses must be kept current and consistent with regulations required by applicable federal, state and/or grant regulations as applies to position.
  • Work in a cooperative and professional manner with OHC and GPTLHB staff.
  • Treat Great Plains tribes and collaborators with dignity and respect.
  • Utilize effective verbal and written communication skills.
  • Advance personal educational development by attending training sessions and seminars as appropriate.

Minimum Education & Experience Requirements

Knowledge (Level 4):

Education/Relevant Experience: Bachelor’s degree and one (1) year of experience, or associate’s degree and three (3) years’ experience, or high school diploma or GED and five (5) years of progressively responsible experience.

This position requires post-secondary education and/or experience. Individuals must have applicable education and/or experience applying an extensive body of rules, procedures, or operations to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems or to apply standard procedures in a technical field to perform such work as adapting equipment (requires consideration of the functioning characteristics of equipment), interpreting results of tests based on previous experience and observations (rather than directly reading instruments or other measures), or extracting information from various sources (requires considering the applicability of the information and the characteristics and quality of the sources).
