APPLICANTS MUST BE PERMANENT IN THE MANAGEMENT AUDITOR CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE
The Office of Fiscal Operations is DSS/HRA/DHS’s primary payments and accounting office, and the core responsibilities are carried out through the operations of the Bureau of Accounts Payable (BAP). As the Agency’s primary payment office, BAP issues authorized payments to service providers for services delivered to DSS/HRA/DHS clients, payments to vendors providing services to DSS/HRA/DHS and reimbursement to employees for business related out of pocket expenses incurred in the delivery of services. The bureau handled over 40,000 payments over $10 billion in FY2022.
The Quality Assurance unit reports directly to the Executive Director of the Division of Accounts Payable in ensuring that payments are processed timely and accurately. The Quality assurance team is responsible for analysis, reporting and quality control of the entire Division of Accounts Payable.
The Finance Office is recruiting for one (1) Management Auditor II to function as a Quality Assurance Auditor. Under the direction of the Director, the selected candidate will:

MANAGEMENT AUDITOR - 40502
Minimum Qualifications
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in management auditing, financial auditing, and/or information technology (IT) auditing.

- Perform review and approval of payments for non-human services
- Examine financial documents and verify supporting materials to ensure compliance with policies and contract terms.
- Analyze trends and identify potential risks, discrepancies, or inefficiencies in payment practices.
- Research vouchers & payments backups for comptroller and agency auditing team and other DSS/DHS/HRA units
- Support responses to external audit inquiries (e.g., Comptroller’s Office).
- Capture and analyze payment process data in collaboration with the Director of Data Analytics.
- Participate in the development of standard operating procedures to strengthen internal controls.

MANAGEMENT AUDITOR - 40502
Minimum Qualifications
- A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in accounting, including one course each in: advanced accounting, auditing, and cost accounting; and one of the following:
- one year of full-time satisfactory experience in management auditing, financial auditing, and/or information technology (IT) auditing; or
- a valid Certified Public Accountant license issued by the New York State Education Department; or
- a valid Certified Internal Auditor certificate issued by the Institute of Internal Auditors (IIA); or
- A satisfactory combination of education and/or experience equivalent to "1" above. Education and/or experience may be substituted as follows:
- two years of full-time satisfactory experience in financial or managerial accounting may be substituted for the one year of experience described in "1(A)" above;
- undergraduate or graduate credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in management, computer science, public administration, and/or business administration may be substituted for up to 9 semester credits in accounting, on a credit for credit basis.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in management auditing, financial auditing, and/or information technology (IT) auditing.
Preferred Skills
- Familiarity with City of New York financial systems (FMS, Passport, etc.). - Strong attention to detail and accuracy in financial documentation. - Excellent written and verbal communication skills. - Proficiency in Excel and basic data analysis tools.
