  • Conducts administrative investigations related to alleged employee misconduct, child abuse and neglect, discrimination, harassment, retaliation, Title VII, Title IX, and other alleged violations of District policy.
  • Works independently under minimal supervision with considerable latitude for initiative and independent judgment. Maintains all organizational and professional ethical standards. Provides support to management and assists in oversight and training of investigators. Provides support and lends expertise to investigators. Serves as training lead for the department and oversees special projects.
  • Assist and supervise the work activities of investigators by providing strategic direction and oversight, this includes training, modeling interviews, reviewing employees’ investigative techniques, and recommending improvements; planning, assigning, and directing work; review and edit investigative reports and work product to ensure compliance with investigative methodologies, policies, and procedures; and providing ongoing development, training, feedback, and coaching.
  • Develop and deliver team training and support to investigators and newly onboarded staff to streamline best practices.
  • Oversees, leads, or conducts employee-misconduct investigations of alleged violations of District policy and procedure to include the employee standards of conduct, Educators’ Code of Ethics, Title VII, and Title IX violations. Conducts complex or voluminous investigations. Completes or oversees special projects. Act as a neutral investigator to ensure prompt, thorough, and impartial investigation of all cases.
  • Review allegation as received, create investigation plans, determine relevant witnesses, retrieve records, utilize student-information systems and employee databases, and sources of information based on background research and review.
  • Ensure organization and maintenance of a thorough investigative file.
  • Identify relevant witnesses timely. Prepare for interviews by drafting interview questions and discussing with management. Based on interview training, conduct interviews with District personnel, students, complainants, respondents, alleged victims, and other witnesses. Collaboration with employee representatives as applicable.
  • Apply critical thinking to conduct complex or voluminous investigations. Exercise independent judgment, resourcefulness, and use discretion in making decisions relative to assigned investigation. Support management by conducting quality investigations and ensuring timely resolution in consideration of department metrics. Interact with management to ensure timeliness and thoroughness of investigations.
  • Assist in the maintenance of the team procedures manual and policies; create team training materials and playbooks. Assist the Executive Director with the receipt, review, tracking, and triage of District hotline reports, and critical incident reports.
  • Assume responsibility for District hotline report monitoring to ensure timely reports to Child Protective Services.
  • Review, analyze, and apply District policy and codes of conduct to investigations and findings. Reviews and digests facts to prepare for comprehensive report of investigation in a timely manner. Communicate the investigative findings in a detailed, comprehensive report to management in a timely and expedient manner.
  • Prepare comprehensive investigative reports that clearly identify the issues investigated, relevant policies, and summarize relevant evidence. Engages in peer review to ensure individual and team growth regarding work product.
  • Preserves and disseminates campus security footage for investigations or special projects. Documents investigative activity and evidence gathered in maintained and organized case files. Share with management to allow satisfaction of Public Information Requests (PIRs).
  • Provides litigation support to internal and external counsel; Coordinate, collaborate, and communicate, and with internal counsel and external counsel, senior leadership, external, state, and federal agencies, and local, state, or federal law enforcement, regarding the progress of investigations, investigations findings, or other inquiries. Collaborates with District contacts in relation to nuanced or specific areas of investigation. Prepare, discuss, and participate as a witness in internal and external employments hearings, such as grievance hearings, Texas Education Agency hearings, and Title IX hearings.
  • Maintain current knowledge and training on investigations methodology, processes, and procedures, along with staying abreast of best practices through organizations and agencies such as Association of Certified Fraud Examiners (ACFE), Association of Workplace Investigators (AWI), ATIXA, and the EEOC. This may include obtaining and maintain certifications related to investigations.
  • TITLE IX MAJOR RESPONSIBILITIES: Receive and review the Title IX formal complaint. Determine what interviews to conduct and outline a potential schedule. Review and discuss potential investigative plan with supervisor. Provide a notice of interview to complainant and respondent for them to prepare. Complete complainant, respondent, and witness interviews. Determine if parties have legal representation and coordinate with them where relevant. Timely handle investigation tasks to include parent coordination, campus cooperation, exhibit preparation, coordination with multiple District departments and subject matter experts. Preserve and gather relevant evidence. Determine if translation is necessary and request documentation timely. Coordination with legal services to obtain necessary redactions for evidence, party responses, and final report. Gather and review additional evidence and then provide all evidence directly related to the formal complaint to the parties for review. Review any responses from parties after reviewing the evidence. Maintain deadlines to ensure dissemination and receipt of relevant evidence in accordance with Title IX regulations. Prepare and finalize the investigative report to submit to the Title IX Coordinator. Provide ongoing updates to the Title IX Coordinator and PSO Management. Remain knowledgeable of current laws and regulations relating to Title IX.
  • Bachelor’s Degree from an accredited university required.
  • Master’s Degree from an accredited university Juris doctorate or advanced degree in a related field preferred; other Licenses/Certifications License or certification such as ATIXA, CFE, or in a related field preferred.
  • Five years administrative investigative experience, preferably in a Title IX and/or EEO position.
  • Knowledge of federal, state, and local laws, ordinances, and policies.
  • Demonstrated knowledge of the techniques, methods and procedures used in gathering evidence and conducting investigations.
  • Investigate leads, secure facts and examine evidence and scenes to establish the extent of violations.
  • Must be proficient in Microsoft Office Professional, particularly in Excel and Access databases.
