Join the AFNWC team to help modernize Nuclear Command, Control, and Communications (NC3) capabilities in support of strategic deterrence – a top Secretary of Defense priority. This NH-0801-04 position has a typical 2025 salary range of $124,531– $190,424 (Locality pay included). A general retention incentive (GRI) is currently authorized for engineering positions at Hill AFB, UT. Salary range with GRI applied is $136,984-195,200. Work is performed on-site at Hill AFB, UT. Position Description: This position is responsible for leading systems engineering and technical functions on a team composed of military, government civilian, A&AS contractors, and Federally Funded Research and Development Center (FFRDC) personnel. Primary responsibilities include sustaining the existing SACCS capability, defining a modernized SACCS architecture, and leading the implementation of new network, software, and hardware-based capabilities. The lead engineer will guide program office technical efforts to develop, acquire, and sustain these NC3 capabilities which provide the primary means of communication for receiving and disseminating secure nuclear command and control messages. The engineer will interface with senior members of AFNWC, stakeholder PMOs, AFGSC, USSTRATCOM, Navy, NSA, 16th AF, Office of the Secretary of Defense (OSD), and the Air Staff to achieve PEO & SAE program objectives and support multiple operational users. Furthermore, the engineer will be responsible for Engineering Functional Organize, Train and Equip (OT&E) activities within the program to include recommending personnel actions, recruiting and staffing of Engineering positions. This position will be responsible for managing assigned personnel as a non-supervisory team lead. The SACCS program directly enables strategic deterrence by providing nuclear command and control to our strategic forces. SKILLS AND EXPERIENCE:
  • Engineering background in communications systems, IP networks, and their theory of operation.
  • Experience with DoD system acquisition to include non-traditional acquisition processes, waterfall and agile software development processes, and major milestone activities and design reviews.
  • Background in Research & Development, Technology Maturation, Systems Integration, and Test and Evaluation of weapon systems.
  • Demonstrated expertise related to nuclear and environments testing, flight testing, hardware-in-the-loop (HWIL) ground testing, instrumentation, telemetry, and integrated systems testing.
  • Experience architecting, deploying, managing, securing, or operating RF, Terrestrial, or SATCOM communications systems.
  • Experience with Modular Open System Approaches and successful implementation of open standards (OMS, SOSA, FACE, etc.) into programs/systems.
  • Experience with digital engineering in acquisition and using model-based systems engineering toolsets to create, effectively communicate, and interpret complex system models.
  • Experience in conducting market research, developing request for proposal documentation, conducting source selection and/or technical evaluations.
  • Refined communication and teamwork skills to effectively engage with extended and geographically dispersed stakeholders at all levels as well as independence, assertiveness, self-reliance, and tenacity to get the job done.
  • Experience working with extended and geographically dispersed teams, to include multiple Government, Industry, FFRDC, UARC and DoD research lab organizations.
  • Knowledge of the mission, roles, functions, organizational structure, and operation of the OSD, DoD, HAF, AFOTEC and organizations that govern, interface with, and/or influence systems acquisition, development and/or sustainment, and knowledge of planning, programming and budgeting cycles, financial systems and restrictions on expenditure of funds. REQUIREMENTS FOR THE POSITION:
  • U.S. CITIZENSHIP
  • Must be TS/SCI eligible; this position requires the incumbent to obtain and maintain the appropriate security clearance. Active TS/SCI or TS clearance preferred. Please include current clearance level in your resume.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The selected candidate must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position. Current Engineering & Technical Management (ETM) Practitioner certification is required. If not already certified as an ETM Practitioner, the selected candidate is required to attain certification within 60 months of appointment.
  • This position is not eligible for remote work or regular and/or recurring telework.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a designated Drug Testing Position.
