For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
Duties Description
Under the Direction of the Audit Services Director, the Data Analyst 3 will:
- Oversees the department’s performance improvement unit, which leverages data and process improvement tools to develop analytics and business solutions meeting the department’s strategic goals.
- Uses data analytics to identify audit risks and support audit findings.
- Leads idea generation and works directly with stakeholders to review processes and design business solutions to current or planned systems and processes.
- Manages key performance indicators for end-to-end delivery.
- Provides expertise on how to mine data; extract, load, transform, analyze, and interpret data; and automate processes.
- Researches tools and techniques, including staying current on Microsoft applications, and incorporates into the unit’s solutions.
- Builds and creates relationships between databases, programmed functions and interfaces, connected applications, and automated routine tasks and workflows.
- Develops data visualizations tools, dashboards, and reports to communicate key findings and insights to stakeholders that help convey results and data trends.
- Conducts or coordinates tests and check-ins to ensure that analytics and business solutions are consistent with defined needs, and modifies solutions as needed to address deficiencies and incorporate upgrades.
- Drafts or oversees the drafting of documentation related to design, configuration, and support procedures on analytics and business solutions developed, including coding utilized.
- Provides user support and training.
- Effectively communicates/presents proposed solutions and results.
- Reviews data compilations and summaries produced by lower-level staff for accuracy.
- Collaborates with ITS staff.
- Empowers departmental staff to leverage tools available with our government licenses, including the suite of Microsoft applications, to improve work processes.
- Supervise Data Analyst(s) in performance of duties.
- Perform other tasks as requested.
Minimum Qualifications
Non-competitive: nine years of experience* in data visualization, and statistical models and data mining tools.
- Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
- Demonstrated experience in data visualization, data mining, and data analysis.
- The ability to collect, synthesize and analyze large volumes of information quickly, competently, and efficiently drawing accurate conclusions.
- Organize and prioritize work to ensure deadlines are met.
- Have strong interpersonal skills and the ability to communicate, both verbally and in writing, clearly and concisely.
