HIRING FOR: Full time position with Utah Soccer


JOB TITLE:  Youth League Commissioner


REPORTS TO: Technical Director

 

 

JOB SUMMARY:

The League Commissioner advances the mission of Utah Soccer by overseeing all league operations, including oversight and management of 3,350 teams and more than 15,000 games yearly within the State Gaming League, as well as the Southern Utah Inter Regional League. The Commissioner ensures a safe, positive, and development-centered experience for players, coaches, and referees. This position manages scheduling, field coordination, roster compliance, and policy implementation and enforcement while maintaining clear and consistent communication with clubs and aligning league operations with UYSA’s player pathway and development standards. The Commissioner collaborates closely with the State Referee Committee, referee assignors, and club leadership to support consistent expectations, reinforce sportsmanship, and address game-day concerns with fairness and professionalism. The ideal candidate is highly organized, committed to the growth of youth soccer, and skilled at working collaboratively with a wide range of stakeholders.


KEY RESPONSIBILITIES


In-Season

·     Enforce all League and UYSA policies, processes, and procedures.

·     Review and analyze game reports and make disciplinary decisions and protest rulings using established standards and the Zero Tolerance process.

·     Attend games as necessary to monitor operations, environment, and compliance. Investigate field condition concerns, conduct site visits, and follow up with clubs regarding field requirements and safety.

·     Determine and issue sideline suspensions when necessary.

·     Manage reschedules, field closures, and game cancellations to ensure consistent and timely communication.

·     Communicate with teams regarding contested scores, card accumulations, suspensions, and all disciplinary matters.

·     Process transfer requests by evaluating them according to policy and forwarding them to the designated committee for review and final decision.

·     Oversee age exception requests by gathering team-specific information, reviewing age-group placement, and collecting supporting statements from parents, DOCs, coaches, and clubs; compile packets for review by the UYSA President for all requests.

·     Work in collaboration with the State Referee Committee on disciplinary matters, missing game reports, referee no-shows, and referee-related complaints.

·     Order medals for each season based on historical quantities and projected seasonal needs.


Off-Season

·     Serve as the Competition Sub Committee (CS) Chairperson

·     Serve on the Premier Alignment Committee

·     Attend alignment meetings and participate in planning discussions.

·     Publish the Pre-Alignment document and notify all participants of updates or release timelines.

·     Create and manage league schedules, ensuring accuracy, alignment with policy, and timely release.

·     Monitor potential conflicts when building schedules, including ACT testing dates, holiday breaks, major events, and seasonal timing considerations.

·     Oversee the distribution of schedules to clubs, referees, and relevant stakeholders.

·     Review and adjust schedules as needed to maintain consistency and support league operations.

·     Finalize standings at the end of each season and prepare end-of-season standings reports to assist with league alignment

·     Enter forfeits, resolve ties, and adjust standings based on final results and league policy.

·     Create forfeit and standings reports for CS to support the alignment process.

·     Oversee creation of the Pre-Alignment spreadsheet for CS and internal alignment committees.

·     Review league policy, draft recommended updates, and submit revisions for review and presentation at UYSA Board meetings.


Southern Utah Inter Regional League (SUIRL)

·     Assist the Region 6 Coordinator with the management and oversight of the SUIRL.

·     Work directly with the Region 6 Coordinator to enforce all League and UYSA policies, processes, and procedures.

·     Collaborate with the Region 6 Coordinator to support the organization and management of scheduling for a 200-team league, ensuring efficient and conflict-free operations.

·     Assist as needed with coordinating game schedules, field allocations, and logistical requirements.

·     Support the resolution of scheduling conflicts, team communications, and questions related to league policies.


Qualifications:

·     In-depth understanding of soccer operations, including league management, club development, coaching education, player development and UYSA policy.

·     Ability to enforce policy consistently and act quickly to ensure appropriate and timely disciplinary action is taken.

·     Strong organizational and communication skills.

·     Ability to work independently and as part of a team.

·     Experience in soccer administration, coaching, or refereeing is preferred.

·     Familiarity with U.S. Soccer coaching and referee certification pathways.

Working Conditions:

·     This position requires flexibility, with some evening and weekend work expected

·     Travel within state, including Southern Utah may be required.

 

Compensation:

Compensation for the League Commissioner, a manager-level position, is competitive within the youth sports industry and will be determined based on experience, education, and professional background. UYSA offers a comprehensive salary and benefits package that includes health insurance, retirement contributions, and paid leave in accordance with organizational guidelines.
