DCAS Human Capital (HC) is responsible for maintaining the Civil Service system for the City of New York. HC recruits and identifies the best-qualified candidates for City employment, administers Civil Service exams for positions and provides City agencies with a qualified pool of candidates to fill their hiring needs in a manner consistent with the State Constitution, Civil Service Law and laws governing equal employment opportunity. In addition, HC develops and interprets Citywide policies and programs; develops and conducts professional development and employee training programs; and implements the City's provisional reduction / avoidance plan, among other critical functions.

The Human Capital ("HC") Bureau of Workforce Operations' Workforce Strategy unit drives change across HC, supporting projects and agency-wide efforts by providing data, tools and other resources to support strategic and data-informed decision making.

The Workforce Strategy Unit oversees HC's Key Performance Indicators, including management of the HC portion of the Mayor's Management Report (MMR) and Preliminary MMR; publishes the annual Workforce Profile Report; reports on provisional municipal and state compliance; supports all of HC's data reporting and analytics; and supports agencies' workforce planning efforts / initiatives.

We are seeking a Workforce Data Scientist to join our team and play a pivotal role in shaping how we understand, engage, and optimize our workforce. This individual will combine data analytics, advanced visualization, and strategic storytelling to translate complex workforce data into actionable insights that inform business strategy and people decisions.

The ideal candidate thrives at the intersection of analytics and communication - able to uncover patterns, craft compelling narratives, and partner with stakeholders at all levels to drive informed decision-making. This position will be responsible for fostering partnerships with agencies and supporting them in understanding their data and carrying out strategic workforce planning initiatives.

The Strategic Workforce Data Scientist Will

Data Analytics & Modeling

  • Analyze workforce data (e.g., hiring, retention, mobility, engagement and employee survey data) using a variety of data analysis tools, including Microsoft Excel, SQL, R and Python to identify trends, risks, and opportunities.
  • Build statistical models and predictive analytics to anticipate workforce needs and outcomes.
  • Ensure data quality, accuracy, and integrity across sources.

Visualization & Storytelling

  • Develop interactive dashboards and visualizations that clearly communicate insights to audiences at all levels in the organization.
  • Translate data into stories that resonate with executives, managers, and employees, highlighting both the "what" and the "why".
  • Create clear, visually compelling presentations tailored to diverse audiences.

Strategic Thinking & Partnership

  • Partner with HR, business leaders, and cross-functional teams to align workforce analytics with organizational priorities.
  • Provide evidence-based recommendations that support workforce planning, talent management, and business transformation.
  • Act as a trusted advisor, building strong relationships with stakeholders across all levels.

Other

  • Prioritize data requests accordingly to ensure deadlines are met.
  • Display strong communication and interpersonal, and leadership ability across all levels coupled with effective problem solving, conceptual thinking, quantitative, and analytical skills.

Minimum Qualifications

A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position.

Preferred Skills

  • Intermediate to advanced experience using Microsoft Excel, and SQL Server.-Intermediate to advanced experience with data visualization tools to include dashboards such as Power BI, Tableau, or Shiny Apps.-Possess strong data analysis experience with complex and large data sets, conducting predictive analytics, problem-solving skills and attention to detail.-Comfort working with preparing, reporting and presenting to senior / executive level managers and vital business partners with varied technical experience, including the use of electronic databases.-Excellent and effective communication skills (listening, written and oral), including the ability to understand and be understood in English with audiences of varied technical skills.-Able to develop and maintain collaborative working relationships with stakeholders.-Pro-active and self-motivated with a service-oriented approach.-Able to handle sensitive situations and maintain a high degree of confidentiality.-Strong desire to work with diverse groups of people.-Able to work well within a team, meet deadlines, analyze problems, and handle potentially difficult situations.
