Primary Function of Organizational Unit
Parking and Transportation Services manages the University’s parking resources by providing campus access to the campus community, visitors and our guests. We are committed to a safe and orderly parking environment through enforcement of parking rules and regulations. We are a customer service driven department.
Primary Purpose of Position
The primary purpose of this position is to ensure drivers comply with parking laws and ordinances and issue warnings/citations for violations. Parking Enforcement Officers are also assigned to assist with athletic events, student/special events, meter collection, and may need to assist campus police with accidents/road closures.
Required Knowledge, Skills, And Abilities
The successful candidate must possess a working knowledge of computers and handheld devices; knowledge of how to properly operate all equipment needed to perform job functions and report issues immediately if equipment is not functioning; knowledge of the operations of the organization and familiarity with the infrastructure of the assigned area (e.g., buildings, location of exits, etc.); understanding of parking and transportation rules and regulations; ability to negotiate and resolve conflicts; ability to transmit radio messages using established protocols and procedures; ability to issue citations; ability to assist in emergency response; ability to provide support for special events; ability to control and direct the traffic of people and vehicles; ability to erect barricades; ability to provide motorist assistance; and the ability to work independently with little or no supervision.
The position requires initiative to see projects and assignments through to completion, the ability to learn, interpret, and analyze information to make appropriate decisions, and the capacity to exercise judgment and discretion in problem-solving. The candidate must be able to plan, prioritize, and organize workflow effectively. Excellent analytical and organizational skills are required, as well as strong writing, proofing, and editing skills, along with great oral communication skills. Strong interpersonal skills are an asset to interface effectively and diplomatically with a wide range of individuals in a high-pressure environment.
Minimum Education/Experience
High school diploma or equivalency and demonstrated possession of the competencies necessary to perform the work.
Some positions may require a valid NC Driver’S License.
Licenses or Certification required by Statute or Regulation
Must have a valid driver’s license.

- Read and understand parking and transportation rules and regulations
- Understanding of basic protective and security practices
- Ability to assist in emergency response
- Responsible for knowing how to properly operate all equipment needed to perform job function and report issues if not functioning immediately
- Ensure required records, including logs of parking enforcement activities, and records of contested citations are properly saved and uploaded in handhelds
- Utilizes handheld ticket writers to issue citations, take photos as part of all processes; includes photos of vehicle’s plates, entire windshield, ticket placed on vehicle and any signage needed to support ticket issuance action for improperly parked vehicles such as: parking in non-parking zones, without permits in permit areas etc. on university property in accordance with NCCU Parking Ordinance Guidelines
- Thorough knowledge of the operations of the organizational and familiarity with the infrastructure of the assigned area (e.g., buildings, location of exists etc.)
- Ability to negotiate and resolve conflicts
- Must be able to communicate and interact appropriately with students, faculty, staff, and visitors about campus parking rules and regulations delivering outstanding customer service
- Ability to transmit radio messages using established protocols and procedures
- Writes citations and reports as needed
- As needed interacts with other university and auxiliary personnel (e.g., police officers, emergency response, towing, etc.) to relay information about incidents or emergencies
- Patrol an assigned area by vehicle or on foot to ensure public compliance with existing parking ordinances and maintain safety
- Monitor environmental conditions to detect hazards that may create unsafe conditions
- Ability to issue citations
- Ability to assist in emergency response
- Ability to provide support for special events
- Ability to control and direct traffic of people and vehicles
- Ability to erect barricades
- Ability to provide motorist assistance
- Provide support for special events; road closures, barricade set-up and restrict access to closed areas
- Assist with emergency response personnel
- Ability to analyze situations in order to make quick, sound decisions
- Ability to recognize critical incidents
- Ability to initiate action based upon acquired information and knowledge of operating procedures
- Perform simple vehicle checks; such as checking oil and gas, and report mechanical problems to supervisor immediately
- Observe and report hazardous conditions such as missing traffic signals or signs and street markings that need to be repainted, repaired or replaced.
