The Talent Acquisition Manager plays a pivotal leadership role within the Human Resources department, partnering closely with the Talent Acquisition Director to design, implement, and oversee recruitment strategies that support Aspiranet’s statewide programs and workforce growth.
This position leads and develops the Talent Acquisition team to ensure operational excellence, strategic alignment, and an exceptional candidate experience. The ideal candidate will bring strong leadership, workforce planning expertise, and a passion for building high-performing teams that advance Aspiranet’s mission and organizational goals.

Key Responsibilities
Leadership & Strategy
- Lead, develop, and coach the Talent Acquisition team to deliver high-quality, timely, and mission-aligned recruitment services.
- Partner with the Talent Acquisition Director and program leaders to design and execute strategic recruitment plans supporting organizational goals and workforce growth.
- Serve as a trusted advisor to senior leadership and program managers on hiring priorities, workforce forecasting, and talent market trends.
- Oversee day-to-day recruitment operations ensuring consistency, compliance, and candidate experience excellence.
- Manage and analyze key performance indicators (KPIs) and recruitment metrics to drive data-informed decisions and continuous improvement.
- Champion process enhancements, new technologies, and recruitment tools to improve efficiency and scalability.
- Build strong relationships with internal stakeholders across HR and program leadership to align recruitment strategies with business needs.
- Lead employer branding and candidate engagement initiatives to position Aspiranet as an employer of choice.
- Develop sourcing partnerships and outreach programs to strengthen talent pipelines for high-need and specialized roles.
- Ensure recruitment practices adhere to employment laws and Aspiranet’s diversity, equity, and inclusion standards.
- Lead special projects supporting workforce planning, new program launches, and organizational growth initiatives.
- Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field (or equivalent 7+ years of experience).
- Minimum 3+ years of progressive experience in a recruitment leadership role managing teams in complex organizations (500+ employees).
- Proven success leading strategic talent acquisition initiatives and aligning recruitment strategies with business objectives.
- Demonstrated experience managing, mentoring, and developing high-performing recruitment teams.
- Advanced knowledge of federal, state, and local employment laws and recruitment best practices.
- Strong communication, interpersonal, and data analysis skills.
- Proficiency with Microsoft Office, applicant tracking systems (ATS), and HRIS platforms such as UKG.
- High level of discretion and professionalism in handling confidential personnel matters.
- Meets all state-required conditions of employment, including fingerprint clearance, TB/health screening, valid driver’s license, insurance, and reliable transportation for business travel.
- Hybrid position in the central valley with on-site presence as needed at Aspiranet offices statewide.
- Monday – Friday 8:00 AM – 5:00 PM and up to 10% travel.
