Provide executive-level leadership, strategic direction, and operational management for networking, cloud-based infrastructure, telecommunications, IT operations, cybersecurity, and other complex Technology Services functions. Oversee the delivery of reliable, high-quality technical services to internal and external clients in close collaboration with Center staff and program partners, ensuring full alignment with the Center's mission, strategic priorities, and operational objectives. Deliver subject-matter expertise, guidance, and comprehensive oversight across infrastructure and network services, cloud environments, and enterprise IT operations. Act as the Center's primary technology liaison for E-RATE, audits, and all technology-related compliance and oversight activities

- At least five years of progressive, successful experience providing leadership across all information technology (IT) functions within an organization, including a strong understanding of the financial, operational, and technology-related interdependencies involved in managing complex systems, networks, and a diverse technology environment.
- Proven business acumen with the ability to align technology initiatives and decision-making with organizational goals, priorities, and strategic objectives.
- Demonstrated knowledge, expertise, and capacity to effectively lead and manage multiple programs, budgets, and personnel simultaneously.
- Strong negotiating skills related to establishing vendor contracts and partner agreements.
- Demonstrated competency in leadership and supervision.
- Demonstrated use of effective critical thinking skills and analysis.
- Demonstrated use of effective interpersonal skills, emotional intelligence, cultural awareness, and sound judgment in resolving challenges.

- Proficiency with standard functions within applications such as Microsoft 365/Google, (word processing, spreadsheets, presentation software), e-mail, web browsers, and databases.
- Proficiency with computers (PCs and/or MACs) to include file and desktop management and operations and working in a cloud-based and/or networked environment.
- Provide leadership, strategic direction, and a continuous improvement focus across all assigned areas of responsibility.
- Advise executive leadership on long-term technology planning, investment decisions, and effective allocation of resources.
- Develop, implement, and update administrative procedures governing all assigned functional areas.
- Oversee the daily operations of Technology Services, including systems operations, LAN/WAN architecture, cloud-based environments, and hardware and software support functions.
- Ensure the planning, documentation, maintenance, and enhancement of all technology infrastructure to support reliable operations and maximize organizational productivity.
- Oversee the integration and deployment of enterprise technology systems in alignment with the Center's strategic plan and organizational priorities.
- Establish and maintain a strong cybersecurity posture through proactive threat identification, risk mitigation, and implementation of appropriate security controls.
- Ensure compliance with applicable federal, state, and industry security standards while driving continuous improvement to reduce the frequency and impact of security incidents.
- Serve as the primary technology liaison for local education agencies (LEAs), advisory committees, audits, and E-Rate-related activities.
- Lead client engagement efforts, including Technology Leadership meetings and participation in internal and external advisory groups.
- Identify, design, and develop technology products and services to meet the needs of internal and external clients.
- Encourage and support the adoption of new and emerging technologies based on client needs, operational value, and available funding.
- Identify strategic opportunities; perform cost-benefit analyses; develop business cases and proposals; and secure funding for mission-critical initiatives.
- Ensure the effective allocation, oversight, and management of resources, budgets, and major technology initiatives.
- Ensure high levels of productivity, quality assurance, and the maintenance of a cooperative, positive work environment.
- Promote a workplace culture grounded in teamwork, collaboration, and mutual support across all workgroups.
- Conduct comprehensive technical evaluations of existing and proposed systems and provide recommendations to enhance efficiency, effectiveness, and performance.
- Lead system-wide technology integration initiatives and ensure infrastructure solutions are strategically aligned, scalable, and cost-effective.
- Oversee the integrity, reliability, and performance of system and network architecture and design.
- Direct complex technology upgrades, installations, and ongoing maintenance activities.
- Ensure appropriate technology training is developed and delivered for all relevant systems, tools, and procedures.
- Support and advance technologies that enhance system integration, data access, and information availability.
- Oversee the timely identification and mitigation of cybersecurity threats and drive year-over-year reductions in security incidents.
- Ensure the effective implementation and ongoing management of cybersecurity controls and protective measures
- Maintain a high level of compliance with applicable cybersecurity standards, regulations, and best practices.
- Lead and manage all FCC E-Rate application and compliance processes, including Forms 470, 471, and related requirements, ensuring full regulatory compliance.
- Establish and lead advisory group meetings and Technology Leadership sessions to support collaboration and strategic alignment.
- Consult with local education agencies (LEAs), vendors, and technology staff to assess both short- and long-term information and technology needs.
- Identify, evaluate, and manage regional technology needs and translate those needs into viable products and service offerings.
- Design, implement, and expand technology solutions to support educational communities and consortium members.
- Direct the assignment of tasks, resources, and priorities for complex projects and ongoing operational initiatives.
- Ensure annual infrastructure and network services goals are strategically planned, effectively implemented, and successfully achieved.
- Ensure a comprehensive system of staff supervision, including substantive performance evaluations, ongoing coaching, and staff development initiatives.
- Recommend and maintain an effective departmental staffing structure that supports operational efficiency and high-quality service delivery.
- Recruit and select personnel who align with job requirements and reflect the values and culture of the Center.
- Provide leadership, direction, and support to assigned staff to ensure timely achievement of departmental goals, outcomes, and service commitments.
- Ensure all recommendations and decisions regarding the use of public funds—including expenditures for supplies, equipment, and facilities—adhere to Center guidelines for allowable costs districts.
