The Housing & Community Development Division is seeking a qualified individual to fill the position of Project Coordinator. This key position conducts special project assignments and provides administrative support to the assigned division. Responsible for providing administrative support to the Division Manager/Director and conducting assignments to enhance and improve division operations. Research, analysis, and evaluation of programs, projects, and operational procedures are performed as part of this classification. The primary responsibilities will be assisting the Program Manager in coordinating diverse activities related to the planning, monitoring, and implementation of federal grants.
Work is performed with considerable independence under the supervision of an assigned Supervisor or Manager. Performance is reviewed through observations, reports and results achieved.
Note: This is a grant-funded position, which is contingent upon the availability of federal funds.

Job Description

- Assists Program Manager in the Consolidated Planning process including preparation and review of annual Action Plans, Fair Housing Plans, Consolidated Annual Performance and Evaluation Reports, environmental reviews and other grant documents.
- Administers federally-funded contracts for public services/social services with non-profit entities/sub-recipients of funds.
- Conducts monitoring and compliance review of grant sub-recipients, as needed.
- Participates in the Requests for Applications processes for federal funds, to include provision of technical assistance to potential applicants and review of applications.
- Reviews and processes requests for grant reimbursements.
- Interprets and communicates federal regulations, program guidelines and processes.
- Responds to citizen inquiries and requests for technical assistance.
- Conducts research related to internal and external inquiries and responds accordingly.
- Works with nonprofit organizations, consultants, contractors and other County and HUD staff and internal and external stakeholders.
- Serves as a point of contact for fair housing inquiries, public information and investigations. Compiles information, discovery requests, conducts preliminary investigations of formal complaints, and provides recommendations for violations of Orange County's Fair Housing Ordinance.
- Represents Orange County on boards, special events and public presentations.
- Performs other related duties as assigned.
- Excellent oral presentation skills
- Bilingual
- Professional writing experience including investigations of formal complaints
- Experience working with federal CDBG program and applicable laws
