QUALIFICATIONS:
PURPOSE OF YOUR JOB POSITION:
The primary purpose of your job position is to plan, organize, develop and direct the overall operation of the NURSING SERVICE DEPARTMENT in accordance with current applicable federal, state and local standards, guidelines and regulations, and as may be directed by the administrator, to assure that the highest degree of quality patient care can be maintained at all times.

- Must have, as a minimum, five (5) years experience in a supervisory capacity in a hospital, skilled nursing care facility, or other related medical facility.
- Training in rehabilitative and restorative nursing practices.
- Specific Requirements:
- Must possess a valid and current license in this state.
- Graduate from an Accredited school of nursing.
- Must be able to read, write and speak the English language.

WORKING CONDITIONS:
- Works in well-lighted / ventilated office areas, as well as throughout the nursing service areas.
- Sitting, standing, bending, lifting and moving intermittently during working hours.
- Subject to frequent interruptions.
- Involved with patients, family members, personnel, visitors, government agencies / personnel, etc., under all conditions / circumstances.
- Subject to hostile and emotionally upset patients, family members, etc.
- Communicates with the medical staff, nursing personnel, and other department supervisors.
- Willingness to work beyond normal working hours, and in other positions temporarily, when necessary.
- Involved in community / civic health matters / projects.
- Attend and participate in continuing educational programs.
- Subject to falls, burns from equipment, infectious diseases, odors, etc., throughout the work day.
- Possess the ability to make independent decisions when circumstances warrant such action.
- Possess the ability to deal tactfully with personnel, patients, family member, visitors, government agencies / personnel and the general public.
- Bea minimum of twenty-five (25) years of age.
- Knowledgeable of nursing and medical practices and procedures, as well as laws, regulations and guidelines pertaining to hospital and nursing home operation.
- Possess leadership ability and the willingness to work harmoniously with and supervise professional and non-professional personnel.
- Ability to plan, organizes, develop, implement, and interpret the programs, goals, objectives, policies, procedures, etc., of the nursing service department.
- Maintaining the care and use of supplies, equipment, etc., and maintaining the appearance of nursing areas, regular inspection of nursing units for sanitation, order, safety and proper performance of assigned duties.
- Must have patience, tact, cheerful disposition and enthusiasm, as well as be willing to handle patient’s bases on whatever maturity level they are currently functioning.
- Possess the ability to seek out new methods and principles and be willing to incorporate them into existing nursing practices.
- Must be able to move intermittently throughout the work day.
- Must be able to speak the English language in an understandable manner.
- Must be able to cope with the mental and emotional stress of the position.
- Must possess sight / hearing senses, or use prosthetics that will enable these senses to function adequately so that the requirement of this position can be fully met.
- Must function independently, have flexibility, personal integrity, and the ability to work effectively with patient, personnel, and support agencies.
- Must be in good general health and demonstrate emotional stability.
- Must be able to relate to and work with ill, disabled, elderly, emotionally upset, and at times hostile people with the facility.
- May be required to lift patients, medical equipment, supplies, etc.
MAJOR DUTIES AND RESPONSIBILITIES:
As the Director of Nursing, you are delegated the authority, responsibility and accountability to carry out your assigned duties.
- Plan, develop, organize, implement, evaluate, and direct the nursing services department, its programs and activities.
- Meet with administration, medical and nursing staff, as well as other related departments in planning department services, programs and activities.
- Develop and maintain a good working rapport with inter-department personnel, as well as other departments with the facility to assure that the department services and activities can be properly maintained to meet the needs of the patients.
- Develop and maintain nursing objectives and standards.
- Assist in developing, implementing and coordinating department policies and procedures, patient care plans, nursing procedure manuals, job descriptions, etc.
- Assure that department personnel, patients, visitors, etc., follow established policies and procedures at all times.
- Interpret department policies and procedures to p0ersonnel, patients, visitors, family members, etc., as necessary.
- Review department policies, procedures, manuals, job descriptions, etc., at least annually, and participate in making recommended changes.
- Ensure that patient’s rights to fair and equitable treatment, self determination, individuality, privacy, property and civil rights, including the right to wage a complaint, are well established and maintained at all times.
- Assist in the development of the department budget.
- Develop and participate in programs designed for in-service education, on the job training and orientation classes for newly assigned department personnel. (Includes maintaining appropriate recordkeeping requirements of when classes were held, subject matter, attendance, etc.)
- Maintain an excellent working relationship with the medical profession and other health related facilities and organizations.
- Create and maintain an atmosphere of warmth, personal interest and positive emphasis, as well as a calm environment throughout the department.
- Assist in the recruitment, selection and training of competent department personnel.
- Meet with department personnel, on a regularly scheduled basis, and solicit advice from inter-department supervisors concerning the operation of the department, assist in identifying and correcting problem areas, and/or the improvement of services.
- Review and evaluate the department’s work force and make recommendations to the administrator.
- Participate in discharge planning, development and implementation of patient care plans, patient assessments, etc.
- Interview patients, or family members, as necessary.
- Perform administrative requirements such a as completing necessary forms, reports, etc., and submitting to the administrator as required.
- Involve the patient / family in planning objectives and goals for the patient.
- Assist in arranging transportation to other facilities when necessary.
- Provide information to patient / families as to Medicare / Medicaid, or other financial assistance programs available to the patient, or refer to appropriate social service department or agency.
- Assist in determining departmental staffing; evaluate employee performance, adjustments, hiring, terminations, transfers, etc.
- Participate and assist in departmental studies and projects as assigned or that may become necessary.
- Maintain CONFIDENTIALITY of all pertinent patient care information to assure patient rights are protected.
- Coordinate Nursing Service with other departments.
- Assure that a stock level of medication, medical supplies, equipment, etc., are maintained at adequate levels at all times.
- Inspect the nursing service areas and practices for compliance with current applicable regulations at least monthly.
- Develop a nursing service organization structure.
- Serve on various committees of the facility as required by existing regulations and as appointed by the administrator.
- Evaluate and implement recommendations from the facility’s committees, e.g. Utilization review, Pharmacy, Infection Control, etc.
- Assist in developing nursing care plans for individual patients.
- Participate in patient selection in relation to nursing needs and the capability of the department of supply the needed care.
- Work with the facility’s consultants as necessary oral / written reports to the administrator.
- Assist in setting standards for department personnel.
- Review complaints and grievances and make necessary oral / written reports to the administrator.
- Keep abreast of economic conditions / situations and recommend adjustments to assure the continued ability to provide quality patient care.
- Represent the facility at and participate in top level meetings.
- Represent the facility in dealing with outside agencies, including governmental agencies and third party payees, or provide an authorized representative when unable to attend such meetings.
- Delegate authority, responsibility, and accountability to other responsible department personnel.
- Attend and participate in workshops, seminar, etc., to keep abreast of current changes in the health care field, as well as to maintain a professional status.
- Recommend to the administrator the equipment and supply needs of the department.
- Make a written and oral reports / recommendations to the administrator concerning the operation of the nursing service department.
- Assure that the department is maintained in a clean and safe manner for patient comfort and convenience by assuring that necessary equipment and supplies are maintained to perform such duties / services.
- Assist in standardizing the methods in which work will be accomplished.
- Maintain an adequate liaison with families and patients.
- Execute patient care policies in the absence of the medical director, and / or the attending physician.
- Assure that the total nursing needs of patients are met by assuring that sufficient number of professional and non-professional nursing personnel is on duty at all times.
- Assist in scheduling department working hours, personnel, work assignments, etc, to maintain quality patient care.
- Assist in establishing the administration, procedures, and control of medication, etc., as recommended by the pharmacist and pharmacy committee.
- Maintain a reference library of written nursing material, laws, PDR’s, etc., necessary for complying with current standards and regulations, and that will provide assistance in maintaining quality patient care.
- Assume the authority, responsibility and accountability of directing the nurse service department.
- Attend and participate in your professional associations’ activities and programs, etc., to assure that you keep abreast of current regulations and guidelines, as well as professional standards, and make recommendations on changes in policies and procedures to the administrator.
- Assure that all nurses’ notes are informative and descriptive of the nursing care provided and of the patient’s response to the care.
- Review the nursing requirements of each patient admitted to the facility, as may be required, and assist the attending physician in planning for the patient’s care.
- Establish a procedure for assuring that nursing personnel, to include private duty nurses, have a valid and current license as required by this state.
- Make rounds with attending physician / medical director, etc., as necessary.
- Encourage attending physician(s) to record and sign progress notes, as well as review treatment plans, etc.
- Make daily rounds to assure that department personnel are performing required duties, and to assure that appropriate patient care is being rendered.
- Others as deemed necessary and appropriate, or as may be directed by the administrator.
